BACKGROUND: Orange County is seeking a qualified and experienced firm to conduct a survey of cultural and archaeological resources on the property planned for the Chapel Hill Township Park and Educational Campus (CHATPEC). The information will be used for siting park and school facilities and for identifying areas of historic and cultural interest for interpretation. The development of this new 193-acre park and schools complex is a cooperative project among Orange County, Chapel Hill-Carrboro City Schools and the Town of Carrboro. The survey will be comprised of the following principal components: (a) background research, (b) an intensive surface and subsurface investigation of the Cate farmstead and log cabin (ca. 1880s), (c) a limited field reconnaissance of the entire property, and (d) a reporting of results. A final report will be submitted to Orange County by February 28, 2003. The contractor will also present its findings to the CHATPEC Master Plan Work Group. Orange County received three proposals in response to a November 15 request for proposals (RFP). After a thorough evaluation of the proposals and consultation with the Purchasing department, ERCD recommends awarding the contract to TRC Garrow. This firm's excellent proposal, high level of experience, familiarity with the project area, previous work for Orange County (Greene Tract), and cost of services make them our first choice. A detailed evaluation of the proposals is available from ERCD. FINANCIAL IMPACT: The projected cost of the survey is $13,650. Funding exists in the current budget, via appropriation from November 2001 bonds for this project.
