Draft STIP; DCHC MPO Projects <br />PURPOSE: To consider resolutions providing comments regarding the Draft 2004 -2010 State <br />Transportation Improvement Program (STIP) to the North Carolina Department of Transportation <br />(NCDOT) and to the Durham-Chapel Hill-Carrboro Transportation Advisory Committee (TAC). <br />Attachment 3, beginning on page 16, outlines changes between the current 2002 - 2008 TIP and <br />the proposed 2004 - 2010 TIP. <br />BACKGROUND: Biannually, the North Carolina Board of Transportation (BOT) adopts a multi- <br />year State Transportation Improvement Program (STIP) that specifies needed transportation <br />improvements across the state. The North Carolina Department of Transportation released the <br />Draft State Transportation Improvement Program earlier this year, and will accept comments on the <br />draft STIP through December 31 of this year. Citizens may submit comments online by visiting the. <br />NCDOT web site (www.ncdot.org) and selecting "Public Information", then selecting "Transportation <br />Improvement Program". NCDOT will consider comments in the development of the final STIP, <br />which the NCBOT will adopt in June 2003. <br />The Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (MPO) traditionally develops <br />the Metropolitan Transportation Improvement Program (MTIP) in October or November. The MPO <br />has been engrossed in the development of the DCHC Long-Range Transportation Plan; and has <br />not yet endorsed a draft MTIP. The Technical Coordinating Committee (TCC), at its December 4, <br />2002, meeting, will consider recommending a draft MTIP to the Transportation Advisory Committee <br />(TAC). The TCC TIP Subcommittee anticipates the TAC will release the draft DCHC Metropolitan <br />Transportation Improvement Program for public comment December 18. The proposed schedule <br />provides for the public comment period to continue through the end of January 2003, and for the <br />TAC to hold the public hearing for the draft MTIP at its January 8, 2003, meeting. The procedure <br />provides for the MPO to negotiate with NCDOT after public comments have been received prior to <br />the TAC approving the "final" MTIP. The TAC will most likely consider approval of the MTIP in April <br />2003.t <br />
