41 <br />The Planning Department Staff recommends APPROVAL in accordance with the attached resolution. <br />Michael Hughes, civil engineer, was representing the developer. He said that the Planning Department <br />staff has requested alert-turn lane on Frazier Road. They do not understand why this has been suggested <br />because left-turn lanes are typically for subdivisions with more than SO lots. This places a big burden on <br />the developer. <br />Davis said that the main reason for the turn lane is for safety purposes on Frazier Road. There have been <br />increasing numbers of developments along Frazier Road and West Lebanon Road. This is a 45-mile an <br />hour street and, for general safety purposes, the County can and does require turn lanes where NCDOT <br />would not. <br />Preston asked how this would affect the residents that are presently living on Frazier Road and if they had <br />been asked how they felt about the turn lane. Davis said that there would be no notification requirement <br />if improvements are made within the right-of--way of DOT. <br />Price asked why it was incumbent upon this developer to pay for the turn lane and not for the people who <br />develop the 148 adjacent acres later, if that happens. Davis said that it would be pretty far for the future <br />developer to make an off-site improvement at this point in the road. Price is concerned that this will <br />encourage more traffic on Frazier Road. Davis said that they were not encouraging more traffic, but <br />realizing that Frazier Road is becoming more and more developed and they are looking at safety <br />precautions. <br />Schofield said that it seems there has to be a more equitable way to put in the turn lane. He suggested an <br />extension on the decision for this subdivision. <br />Several clarifying questions of the Planning Board members were answered by Davis. <br />It was suggested that this developer make a contribution to the construction of the road and the rest of the <br />cost would be borne by the County. Davis said that it would be difficult to set an amount. It is uncertain <br />when the adjacent property would be developed, if at all. <br />Treibel asked Mr. Hughes if he would see the turn lane as a selling point for the people in the <br />development. Jennifer Hill, a realtor, said that it would not be a selling point because it would drive up <br />the cost of the house and also that a lot of people take Efland-Cedar Grove Road to Lebanon Road to get <br />to Frazier Road and not Frazier Road from US 70. <br />Davis made a suggestion for a reconfiguration of the road in exchange for the left turn lane. Davis gave <br />the different language for condition #9 on page 18 of the agenda packet as follows: A left center turn lane <br />shall be constructed to NCDOT standards, if the turn lane can be accommodated within existing 60-foot <br />right-of--way. Construction of New Salou Drive can stop 20 feet west of Onslow Court. <br />MOTION: McAdams moved to approve the Preliminary Plan for Eno Ridge <br />subdivision, with the conditions as modified. Seconded by Lasris. <br />Lasris said that two meetings ago the Planning Board unanimously accepted a memo to the County <br />Commissioners that we were going to request a moratorium on any subdivision over 20-251ots. <br />Triebel said that he read the memo and the number of lots was not specified <br />6 <br />
