39 <br />• No physical dedication is warranted because neither county recreation sites nor conservation sites <br />have been identified for this area, as part of the current Comprehensive Plan. The payment in-lieu of <br />option is viable. <br />Private Recreation Space <br />• The applicant must reserve a minimum of 36,852 square feet of open space for private recreation use <br />(Per Section IV-B-7-b Recreation Sites, Orange County Subdivision Regulations and Articles 5.1.1 & <br />R.12 of the Orange County Zoning Ordinance). <br />• The proposed pedestrian trail and mini-park satisfy this requirement. <br />Well-Septic: <br />• All lots to be served with individual well and septic systems <br />• Final number of lots does not exceed the number approved with the concept plan <br />Agency Comments <br />Requests for agency review were sent to: NCDOT, Recreation and Parks, Orange County Schools, <br />Soil and Water Conservation, Erosion Control, the County Attorney, and the Fire Marshal. <br />Comments are attached. <br />Planning Staff Comments <br />The Preliminary Plan meets the conditions placed on the Concept Plan approval. <br />Development Process, Schedule, and Action <br />• First Action: Planning Board to consider Concept Plan <br />The Planning Board approved the conventional development concept plan for James Woods (renamed <br />Eno Ridge) on December 6, 2001 with the following conditions: <br />(Please note that while the road names have been changed and the lots have been renumbered, the <br />overall design of Eno Ridge Subdivision is the same as James Woods. The proposed preliminary plan <br />meets the conditions placed on the concept plan.) <br />Conventional Development Plan <br />All six proposed roads (James Woods Drive, Turtle Court, Wolf Court, Frog Court, Owl Drive, and <br />Bobcat Court) shall be public rights-of--way constructed to NCDOT standards with additional five (5) <br />foot utility easements on each side. The right-of--way at the Frazier Road intersection shall be <br />improved to NCDOT standards. Sight distance triangles (10' x 70') shall be delineated on the plat for <br />all intersections in the subdivision. <br />2. Driveway access points shall be a minimum of 50 feet from the intersection of streetrights-of--way. <br />All corner lots shall be designed to access the road with lower traffic volume: lots 1 and 6 shall exit <br />onto Turtle Court, lots 7 and 10 onto Wolf Court, lots 11 and 17 onto Frog Court, and lots 18 and 28 <br />onto Bobcat Court. <br />3. If an entrance sign is anticipated and will not be placed within the one of the open space areas <br />maintained by the Homeowners Association, a sign easement must be reserved within one of the <br />residential lots. <br />4 <br />
