DRAFT 3 <br />C. <br />A. <br />1. An alignment that has the least impact on the Eno River, the natural <br />environment and cultural sites; <br />2. No statement; <br />B. <br />1.a. An alignment that does not cross the Eno River, but is aligned along the ridge <br />south of the river (if that alignment has the least impact on the river) in <br />accordance with the Orange County/Hillsborough Economic Development <br />District Transportation Work priority order by preference of options to be <br />studied for environmental analysis. <br />1.b. The Board requests that this alignment be modeled for the 2025 Long Range <br />Transportation Plan by December 11, 2002; <br />2. No statement; <br />1. A road configuration of two lanes with right-of-way reserved for four lanes <br />(four lanes if necessary). <br />2. A road configuration of four lanes (two lanes if adequate). <br />III. Other Highway Projects in Orange County <br />The Orange County Board of Commissioners is pleased that the plan includes <br />improvements to US 70 Bypass in Orange County, from NC 86-North to I-85 exit <br />170 and improvements to NC 86-North from US 70 Bypass to NC 57; and <br />IV. Alternative Modes of Transportation Including Transit <br />The Orange County Board of Commissioners is pleased that the plan includes <br />alternative transportation modes including intensive transit improvements to provide <br />an integrated transit system throughout the urban area; and <br />V. Non Traditional Revenue Sources <br />A. Although highway projects have, historically, been given higher funding priority <br />than transit projects, the Orange County Board of Commissioners believes that <br />should not be the case in the future. The Board therefore recommends that the <br />sentence in the first paragraph of Section 1.3 -Non Traditional Revenue <br />Sources, indicating that the plan's funding shortfall occurs in the bus transit and <br />fixed guideway projects be deleted. <br />B. Although the Board acknowledges the need for additional revenue sources, the <br />Board recommends that the recommended non-traditional revenue sources be <br />further analyzed and discussed by local government before they are adopted. <br />Upon motion of Commissioner ,seconded by Commissioner <br />the foregoing resolution was adopted this the day of , 2002. <br />I, Donna Baker, Clerk to the Board of Commissioners for the County of Orange, North <br />Carolina, DO HEREBY CERTIFY that the foregoing is a true copy of so much of the <br />proceedings of said Board at a meeting held on October 30, 2002 as relates in any way to the <br />
