Map of combined Hillsborough and Orange County ` <br />Bicycle Routes <br />PUBLIC HEARING: (YIN) Yes <br />INFORMATION CONTACT: <br />Karen Lincoln, ext. 2594 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane (336)227-2031 <br />PURPOSE: To receive citizen comment on a proposed amendment to the Orange County Bicycle <br />Transportation Plan Map to include New Grady Brown School Road as a Secondary Priority Route. <br />BACKGROUND: The Joint Orange Grove Road Transportation Committee formed to study <br />transportation and safety needs in the Orange Grove Road corridor (from Churton Street to New <br />Grady Brown School Road) cited particular needs for safe bicycle and pedestrian access to Grady <br />Brown Elementary School and the new Cedar Ridge High School located on New Grady Brown <br />School Road. The Town of Hillsborough Transportation Plan (1997) lists both Orange Grove Road <br />(from Churton Street to Dimmocks Mill Road) and Dimmocks Mill Road (from Eno Street to I-40 - <br />end of Hillsborough ETJ) as bicycle routes. The Orange County Bicycle Transportation Plan <br />continues those routes into the County by showing Dimmocks Mill Road (from I-40 to Orange <br />Grove Road) and Orange Grove Road (from Dimmocks Mill Road to Dodsons Crossroads) as <br />Secondary Priority Bicycle Routes. Bicycle facilities along New Grady Brown School Road would . <br />complete bicycle access from those roads to provide school children and others with a safer means <br />to bicycle to school. <br />The Orange County Bicycle Transportation Plan, adopted in April 1999, includes a map of Primary <br />Priority and Secondary Priority Bicycle Routes that can be used by local officials and the North <br />Carolina Department of Transportation to identify projects for the Bicycle Program in the <br />Transportation Improvement Program (TIP). Goal #1 of the Orange County Bicycle Transportation <br />Plan "To construct bicycle facilities in Orange County to make cycling for transportation purposes <br />safer, more convenient and more efficient " is focused on major routes throughout the County and <br />does not address specific areas nor needs for bicycle facilities connecting neighborhoods and/or <br />schools. Staff anticipates addressing such needs in a more comprehensive manner with the <br />update of the transportation section in the Land Use Element of the Comprehensive Plan. <br />FINANCIAL IMPACT: There is no direct financial impact associated with this item. <br />RECOMMENDATION(S): The Administration recommends that the Board refer the proposed map <br />amendment to the Planning Board for a recommendation to be returned to the Board of <br />Commissioners no sooner than January 21, 2003. <br />G:!T~~nspc~ tationt~ran~e_Grv_Rd_Transportaton_WG;bike~lan_amend_abs_1125.doc <br />
