2 <br />On September 9`h and again on November 11 `h, the Board of Commissioners reviewed <br />potential project timetables, including the attached Park Summary Sheet for Fairview Park. <br />As noted on the summary sheet, a few key questions remain to be addressed before the <br />park project can get underway. In general, these questions relate to the size and scope of <br />the plan for the park, whether or not it will include the Town's adjoining 25 acres, and the <br />context of a joint project. The preliminary timetable on the draft summary sheet proposes <br />that, after the two boards agree on the scope, nature and scale of the project, that a Concept <br />Pfan/Master Plan Committee be appointed to begin developing a plan for the site(s) in the <br />summer of 2003. <br />A map of the area, showing County and Town owned land and the adjacent County public <br />works facility, is also attached. <br />2. Other Parks and Recreation Projects <br />The Boards may wish to discuss the potential for other joint parks and recreation projects, as <br />desired. <br />3. Justice Facilities Update <br />Culminating several years of study involving various judicial officials, citizens, elected County <br />and Town officials, staff and consultants, the BOCC endorsed a phased approach to the <br />expansion of judicial facilities in downtown Hillsborough. Although various iterations of the <br />expansion have been presented, the County Commissioners have endorsed expansion of <br />judicial facilities as well as other County facilities on the downtown Hillsborough campus only <br />to the extent that parking needs can be met with surface parking. The current operating <br />assumption indicates that no deck parking will be constructed. <br />As was reported to the Town Board of Commissioners on May 6, 2002, the County <br />Commissioners have identified three planning groups that will carry out the design and <br />construction of Phase I of the proposed expansion of the Courthouse; one for architect <br />selection, another for exterior design review, and a third for interior design review. The <br />planning process, originally slated to begin in July 2002 was delayed by six-months in an <br />effort to overcome obstacles created by budgeting methods employed by the State of North <br />Carolina for FY 2002-2003. <br />Discussion by the BOCC concerning the next steps in justice facilities planning was <br />scheduled to be heard during a recent work session; however, time precluded the <br />presentation. The County Commissioners will reschedule the discussion in the near future <br />and will apprise the Town Board of any material outcomes. <br />FINANCIAL IMPACT: There is no financial impact involved in discussion of these projects. <br />If and when the projects are initiated, capital project ordinances will be considered and <br />adopted outlining the individual financial impacts. The amount allocated from the 2001 bond <br />for Fairview Park is $850,000. The adopted Capital Funding Schedule and CIP would <br />appropriate these funds as follows: $200,000 in this fiscal year, $500,000 in FY 03-04, and <br />$150,000 in FY 04-05. <br />RECOMMENDATION(S): The Manager recommends that the boards discuss the projects <br />and provide feedback as desired. <br />
