In ortler t< provide up-to-data <br />information, the County Dommissionera have asked their consultant Freeman-While <br />Ar<hilects, to present en overview of the expandetl master plan of the Downtown <br />CourVGOVemmenl Services Center campus tluring the joint Town/County wcrk session on <br />May 8, 2002. The County Commissioners received the informalon during a work session on <br />April 30, 2002. The intolmetion is intentletl to provitle a point of tleparture for tliswssion <br />about issues whose sotufions may fall untler the jurisdiction of the Town antl/or other <br />regulatory agencies. <br />In order to lentl historical parspeQive to the tliscussion. it is helpful to recall that the County <br />Commissioners have, for the past several years, been presentetl wbh various options for the <br />expansion of Justice Facilities. For a verieN of reasons antl with the support of the Town of <br />Hillsborough, expressed through a resolution from [he Town, it was tleterminetl that [he Court <br />facilities shoultl remain in the downtown area re[her than being relacaletl elsewhere. <br />Untleretentling Nat expansion of either the Courthouse or the Government Services Center <br />on this wmpua woultl have ¢ignificant visual impact on [he Town, the BoaN wmmiasimned <br />[he master plan of the downtown site to determine the extent of development that wuM <br />occur The completetl master plan results, that included Justice Facilifies expanaioq <br />potential expansion of the Government Services Center antl the requiretl parking for the <br />ezpantled facilities was presented to the County Commissioners on Apri130, 26@. In the <br />context of the overall build out potential of Ne site, the Board exprassetl preference [owertl a <br />more sustainable level of development. Not surprisingly, even with the diminishetl scope of <br />development on the County's downtown campus, traffic antl perking were itlentified as tvro <br />importantimpacts of the expansion of [he Court facilties. Solution to these issues will likely <br />require the cpllebore[ion of the Town, County antl [he Department of Transportation. <br />
