Triangle J Executive Committee <br /> Agenda — October 23, 2002 <br /> Agenda Item: Special Presentation <br /> Early Action Compacts A Presentation from the N C Division of Air Quality: Sheila Holman <br /> Background: At the Board of Delegates regular meeting of September 25, 2002 the <br /> board received information regarding the possibility that "Early Action Compacts" may become <br /> a strategy employed by the State of North Carolina in addressing air quality attainment standards <br /> related to transportation. In essence, the state is considering whether or not North Carolina <br /> should pursue the same strategy as being utilized in Texaag in order to effect more time and <br /> flexibility regarding attainment. <br /> Sheila Holman of the Division of Air Quality, and John Tippett of the Western Piedmont <br /> Council of Governments, presented reports on this topic to the Joint Region Forum at its October <br /> meeting. Attached to these agenda comments, for your information, are copies of the power <br /> point bullets from these presentations that include, among other items, particulars on the issue of <br /> compacts as of early October. <br /> As of the date of the preparation of these agenda comments, the state had not yet decided �- <br /> upon the use of early action compacts in North Carolina. Owing to the potential importance of <br /> such an action, and the short time line within which to act, this time on the agenda has been <br /> reserved to hear directly from Ms. Holman on the this topic and the state's current plans <br /> regarding compacts. <br /> Recommendations): It is recommended that the Executive Committee receive Ms. <br /> Holman for purposes of hearing a report on "Early Action Compacts." It is further <br /> recommended that the Executive Committee be prepared to consider any actions deemed <br /> appropriate in follow up to this report.
