Child and Family Services (Priorities shown by#of votes in parentheses) <br /> • Get rid of some of the funding requirements that drive services. (2) <br /> • Funding for substance abuse should be tied to Child and Family services. (1) <br /> =::> Substance abuse services should be a part of Child and Family Services. <br /> • Have a seamless integration of mental health and substance abuse case. (4) <br /> Within court system —family, domestic violence,juvenile. <br /> => Reduce strict funding and categorization. <br /> • Do things that are preventive or pro-active. (2) <br /> • Agency access to mental health services; DSS, Police Dept. <br /> • Ensure that staff perform; better use of time—especially with scheduling i.e. courts. <br /> • Need better cross agency communication —public education, juvenile system. <br /> • Hard to move individuals into programs. (2) <br /> => Transitions such as 17 year olds to Adult Services <br /> (Seamless System)Adolescence to Adults <br /> 0-5 years to Adolescent System <br /> • Need mental health intervention in child care—to continue and/or expand. (3) <br /> • Preventive and pro-active programs are difficult to fund. (1) <br /> => Need to be easier to fund. <br /> • Not enough to simply deal with the child. Support and services needed for family members. <br /> (1) <br /> • Gaps with treating mother and child together—have some programs—not enough. (1) <br /> • Current system not family friendly. <br /> • Orange and Chatham has effective diversion program for youth (children with minor drug <br /> offenses)—do not need to replicate. <br /> • More coordination of service system <br /> => Systems need to be coordinated —same families —multi-agencies. <br /> • Relax confidentiality(look at how we can confer on children and families that are involved <br /> j with more than one system in a way that is effective and confidentiality not a barrier). <br /> • Team approach to services —"One-Stop Shop" model i.e. Child Planning Conference. (1) <br /> • Cross reference services <br /> • Outcome should determine who provides the services. Example—Smart Start. (1) <br /> • Need —must have funds to support collaboration —another level of prevention —can local <br /> monies be used for this. (1) <br /> • Current resources need to be fully utilized. <br /> • Commitment to outcomes—programs collaboration —outcome need not be seen as a <br /> threat. <br /> • Periodical reviews of services—qualitative and quantative outcomes. <br /> • Eliminate or reduce barriers around age and access to services.
