The Orange County/Durham Cooperative Planning Agreement comes forward at an <br /> important juncture in the land use planning of the area between Hillsborough and the <br /> Durham County line. This year, water and sewer boundary agreements have been <br /> approved for the area. The Water and Sewer Management Plan and Boundary Agreement <br /> and Map indicates areas of Hillsborough `Primary Interest' and Orange County 'Primary <br /> Interest' and 'Long Term Interest.' <br /> 2. The land development potential of this general area is increasing as population and <br /> businesses gravitate to undeveloped or underdeveloped areas. For example, some of the <br /> largest single ownership undeveloped properties adjacent to the environmental areas of the <br /> Eno River and Stoney Creek basins are located in this general area. This could prompt <br /> strong interest in water and sewer extension. Therefore, proactive land use and <br /> infrastructure (transportation, water, sewer, stormwater) planning is critical to manage the <br /> impending growth and preservation of natural areas. This land use pattern should be <br /> understood by all affected parties; local governments (Town of Hillsborough, Orange County <br /> and City of Durham), public service providers, neighborhoods and property owners. <br /> 3. A cooperative planning agreement can set forth these growth controls in a comprehensive <br /> and timely manner. <br /> 4. Respective Orange County and City of Durham staffs have developed some preliminary <br /> recommendations regarding cooperative planning systems between both jurisdictions. <br /> Discussion, research, and analysis have been in progress since June of 2001 to evaluate <br />
