CHAPEL HILL/CARRBORO CHAMBER OF COMMERCE LETTER OF MARCH 28,2002. <br /> Craig Benedict said that this letter suggested changing the level of service from 105/107/110 to <br /> 110/114/120 because they thought that adopting the higher thresholds would not cause any slowdown in <br /> growth. They were concerned that the lower thresholds would create a defacto moratorium in the interim. <br /> The Chamber letter indicated that, if 110%were used at the high school level,that would <br /> be only 300 students.
