Department of Transportation approved the current DCHC 2025 Transportation Plan and air <br /> quality determination February 29,2000. The MPO must have a conforming LRTP and <br /> Transportation Improvement Program in place and approved by the Federal Highway <br /> Administration (FHWA) by February 28, 2003, or face a transportation conformity lapse. During a <br /> conformity lapse,federal funding for new projects is suspended. Projects for which funding <br /> commitments or equivalent approvals were in place prior to the conformity lapse may continue as <br /> planned Transit projects that received a Full Funding Grant Agreement or equivalent approval <br /> prior to the conformity lapse may proceed during the lapse. <br /> The TAG plans to adopt a fiscally constrained Draft 2025 Long-Range Transportation Plan of its <br /> October 23 meeting. The fiscally constrained plan, most likely, cannot support all of the projects <br /> listed in the Preferred Option. The TAG will use comments from the public and from local <br /> jurisdictions to decide which projecs to induce in the Draft Plan. <br /> The TAG will ten release the Draft 2025 Long-Range Transportation Plan for the required 45day <br /> public comment period and will send the Draft Plan to the North Carolina Department of <br /> Transportation (NCDOT) and Department of Environment and Natural Resources (DENR) far air <br /> quality conformity analysis. The TAG anticipates adapting a Final LRTP in December, depending <br /> on results of the air quality conformity analysis. That plan will then be released for another 45-clay <br /> public comment period and be analyzed for air quality conformity by lateral agencies. The TAG <br /> anticipates having a Final 2025 Long-Range Transportation Plan approved by the FHWA in March <br /> or April 2003. <br /> FINANCIAL IMPACT: There is no direct financial impact associated with this Rem. Depending on <br /> the fiscal analysis, local jurisdictions may have to develop funding sources for needed projects that <br /> are not covered by existing revenue sources. <br /> RECOMMENDATION($): As the Board decides. <br />
