Preferred Option ofthe DCHC Long-Range <br /> Transportation Plan TELEPHONE NUMBERS: <br /> Hillsborough 732-8181 <br /> Chapel Hill 968-4601 <br /> Durham 688-7331 <br /> Mebane (338)227-2031 <br /> PURPOSE: To consider a resolution endorsing projects for inclusion in the 2025 Transportation <br /> Plan for the Durham-Chapel Hill-Cantioro (DCHC)Metropolitan Planning Area (MPO). <br /> BACKGROUND: The Transportation Advisory Committee (TAC), on September 18, adopted a <br /> fiscally unconstrained Preferred Option for the DCHC Long-Range Transportation Plan LRTP)he <br /> release for public comment prior to adopting a Draft 2025 Long-Range Transportation Plan. <br /> The Long-Range Transportation Plan is a fiscally constrained plan Mat identifies an aggregate of <br /> programs and transportation improvements that should function as an integrated trenspormton <br /> system W address transportation deficiencies, needs and goals in the urban area over the next 20 <br /> years. That includes all bicycle, pedestrian, highway and transit projects expected to be <br /> completed through 2025 as well as transportation demand management programs expected to be <br /> in place. Fiscal constraint for Iransporta0on plans means that the total estimated costs of projects <br /> included In a Plan, including construction of new facilities and operation and maintenance of the <br /> existing and planned transportation system, cannot exceed realistically estimated revenues over <br /> the period of the plan. The plan must also demonstrate that he Metropolitan Planning Area will <br /> meet federal ambient air quality standards. The State and the MPO Use the LRTP to identify <br /> protects to include in the Transportation Improvement Program (TIP), the major implementation <br /> program for the LRTP. <br /> The MPO has been analyzing various combinations of highway and transit projects for inclusion in <br /> the LRTP. Dunng the process, combinations of projects were placed in various groupings but <br /> were basically divided into moderate and intensive categories. Highway pmjects were divided Into <br /> groups representing Highway Assumptions, Moderate Highway improvements and more Intensive <br /> Highway improvements and High Occupancy Vehicle Lane(HOV)improvements. Transit projects, <br /> similarly,were divided into groups representing Moderate Transit improvements, more Intensive <br /> Transit Improvements and Fixed Guideway Improvements. The Preferred Option contains the <br /> Moderate Highway alternative plus some of the highway projects In the more Intensive Highway <br />
