For many years, <br /> this service had been performed by an Outside contractor Staff prepared an analysis of the <br /> financial implications of assuming the provision of this service in-house rather then continuing to <br /> contract, and determined that approximately $100,000 annually could be saved by Orange <br /> County baking over this service. The Solid Waste Advisory Board recommended this change to <br /> the BOCC, which approved program implementation tuning for staffing, equipment, and <br /> operations in the Solid Wadell-andfill Eraerpdse Fund budget for FY 2002-03. The BOCC <br /> approved the purchase of two new recycling trucks for this program at the September 17, 2002 <br /> meeting. Staff also need to purchase and deploy 2,100 roll can containers, which will be <br /> positioned at multi-family housing sites when the County begins provision of this service on <br /> January 1, 2003.. <br /> Under certain circumstances, North Carolina General Statute 143-129 allows local governments <br /> to make purchases without a separate bidding procedure. This type of acquisition can be made <br /> from any contractor that has, within the past 12 months, contracted N fumish the item to: (1)the <br /> federal government or any federal agency; (2) the date of North Carolina or any agency or <br /> political subdivision of the state; or (3) any other date or agency or poltical subdivision of that <br /> state, if the contractor is willing to extend the same or more favorable price and other farms W <br /> the local government. This process Is called "piggy-backing" a bid, and has been used by <br /> Orange County on a number of occasions to achieve substantial savings on major equipment <br />
