?r <br />continued 31 1967 minutes Chairman Bennett read a letter from Eugene A. Jackson, Assistant Agricultural <br />Extension Agent. Mr. Jackson requested that a six months leave of absence be <br />granted to him in order that he might complete his active reserve duty. Chairman <br />Bennett informed the Board that Ed Barnes, Agricultural Extension Agent, had <br />agreed to issue this six months leave of absence. <br />Upon motion of Commissioner Smith, seconded by Commissioner Ray, it was moved <br />and adopted that a leave of absence be extended to Eugena A. Jackson. <br />Sheriff Knight was present to discuss and review with the Board the report <br />submitted by the State Jail Inspector. Discussion ensued concerning said facilities <br />and problems involved in instituting certain needed improvements to the jail <br />premises and facilities. <br />S: M. Gattis, County Administrator, presented.to the Board a draft submitted by <br />Dr. 0. David Garvin, District Health Officer, relative to a proposed franchised <br />garbage disposal collection ordinance. It was agreed that this proposed draft would <br />be reviewed by the County Attorney and that the matter would be discussed at a <br />later meeting. <br />Don S. Matheson, Senator for Orange County, requested through Chairman Bennett <br />that a letter of approval and endorsement for proposed legislation concerning the <br />zoning of the extra territorial jurisdiction for the Town of Mebane and the <br />industrial park area be forwarded to him. <br />The Orange County Board of Commissioners instructed the clerk to notify Senator <br />Matheson that they had no objection to the proposed zoning legislation. <br />Discussion ensued concerning the mental health program as presented in previous <br />occassions to the Board. Commissioner Smith pointed out that Orange County is a <br />member of the Health Planning Council and that the separate proposals which had been <br />received from Dr. David Galinski.and Dr. Fernando Colon be forwarded to this council <br />for investigation and study. <br />Upon motion of Commissioner Smith, seconded by Commissioner Ward the clerk was'' <br />instructed to write a letter to George Stockbridge, Executive Secretary of the <br />Health Planning Council, requesting that the council's opinion be secured concerning <br />all mental health programs thus far presented to Orange County. <br />Chairman Bennett brought to the Boards attention the matter of local option <br />sales tax and the fact that same had not yet been enacted by the General Assembly. <br />The clerk was instructed to write Representative Clarence Leatherman informing him <br />of the orange County Boards endorsement of the local option sales tax legislation. <br />Commissioner Ray informed the Board that an appointment to the board of <br />Resource Conservation and Development Committee needed to be made by Orange County <br />as there was a vacancy on said committee. Upon motion of Commissioner Ray, <br />seconded by Commissioner Walker it was moved and adopted, teat C. W. Davis of <br />Route 03, Hillsborough, N. C,. be appointed as Orange Countys representative to the <br />Resource Conservation and Development Committee. <br />RESOLUTION OF THE BOARD OF COMMISSIONERS OF ORANGE COUNTY, <br />NORTH CAROLINA, ORDERING AND CALLING FOR A SPECIAL ELECTION <br />IN THE CHAPEL HILL SCHOOL DISTRICT DETERMINING WHETHER THE <br />SPECIAL SUPPLEMENTARY SCHOOL TAX SHALL BE INCREASED NOT TO <br />EXCEED 35¢ PER HUNDRED DOLLAR VALUATION. <br />Commissioner Smith moved that the following resolution be adopted: <br />WHEREAS, The Chapel Hill City Board of Education by resolution dated March 6, <br />1967, has requested and petitioned the Board of Commissioners of Orange County, <br />North Carolina, to call an election in the area comprising the Chapel Hill School <br />District to determine the will of the people on the following question: <br />"Shall there be levied and collected within the area constituting the Chapel <br />Hill School District an additional special tax, over and above the present 20¢ <br />per hundred dollar property valuation special tax now in effect, increasing sai <br />20¢ per hundred dollar valuation special tax to not exceeding 35¢ per hundred <br />dollar property valuation within said area, to further supplement the current <br />expense funds from State and County allotments and thereby operate schools of <br />the Chapel Hill Administrative Unit within the Chapel Hill School District of a <br />higher standard by supplementing any item of expenditure in the school budget?" <br />AND WHEREAS, that on said petition, copy of which is attached hereto, that the <br />Board of County Commissioners is required to hold said election: NOW, THEREFORE, <br />BE IT RESOLVED by the Board of.Commissioners of Orange County as follows: <br />1. That a special election be held on Tuesday, May 23, 1967, in the area <br />described in the petition of the Chapel Hill City Board of Education, and also here- <br />inafter set forth in the Notice of Special Election, which area constitutes the Chap 1 <br />Hill School District of Orange County for the purpose of submitting to the qualified <br />voters in said area and district the following question: <br />
