5 r9 <br />"The Board of County Commissioners and the Orange County School Board would <br />like to express its sincere appreciation to you for serving as a member of the <br />Orange County Alcoholic Beverage Control Board since February of 1959. You have don <br />a fine job. <br />It is unusual indeed to find a person of your ability and statue who is willing <br />to give the time necessary to properly execute a post such as this to public service <br />Your willingness to do this was our good fortune. <br />Your guidance and advice to the alcoholic beverage control board will be sorely <br />missed, yet the policy you were instrumental in formulating will serve to help guide <br />that organization for years to-come. <br />Again we want to thank you on behalf of all the residents of Orange County for <br />the outstanding job you performed." <br />Upon motion of C. W. Stanford, Chairman Orange County School Board, seconded by <br />Commissioner Smith, it was moved and adopted that W. E. Thompson, of Chapel Hill <br />be appointed as Chairman to the Orange County Alcoholic Beverage Control Board to <br />fill the unexpired one year term of R. J. Smith, Sr., present Chairman of said <br />Alcoholic Beverage Control Board. <br />Upon motion of John Efland, member of the Orange County School Board, seconded <br />by Commissioner Ray, it was moved and adopted that Victor Sharpe of Efland be <br />appointed to the Orange County Alcoholic Beverage Control Board to fill the <br />unexpired two year term of Giles Long. <br />The clerk was instructed to notify W. E. Thompson and Victor Sharpe of their <br />appointment to the Orange County Alcoholic Beverage Control Board and that a <br />$5,000.00 bond payable to The State of North Carolina and Orange County must be file <br />with the county before qualification to said office. <br />Frank Umstead, member of the Board of Umstead State Hospital, Dr. David <br />Galinsky and Dr. Fernando Collon of the psychology department of the University of <br />North Carolina, Mrs. Juanita Floyd, Guidance Counselor at Chapel Hill's Guy B. <br />Phillips High School and Dr. Robert Murphy of Hillsborough were present to discuss <br />the proposed Mental Health program in Orange County. The urgent need for a local <br />center to provide immediate treatment to the mentally ill on a community basis was <br />one of the reasons cited by the group. <br />Upon motion of Commissioner Ward, seconded by Commissioner Ray, it was moved th <br />Orange County provide from the Emergency Fund $1,500.00. Said $1,500.00 would be <br />used to formulate plans towards the establishment of a county mental health facility <br />'.Chairman Bennett called for a vote on said motion. There were four ayes and <br />1 nay. <br />Leslie D. Smith, State Jail inspector, recommended that three meals a day be <br />served at the local jail insteed of the two that are now provided. He also suggest <br />that a fire excape be installed and that proper bedding be provided for the prizone <br />Chairman Bennett brought to the attention of the Board the request made by the <br />Chapel Hill City Administrative Unit relative to a Supplemental Tax election. <br />Discussion ensued. <br />The County Attorney advised the Board that they had no discretion to call said <br />election, however, the selection of a reasonable election day could be set by said <br />Board of Commissioners. <br /> <br />Commissioner Ward moved that a'special election for the purpose of deciding on <br />the Chapel Hill Supplemental School tax increase be set for Tuesday, Max 2, 1967. <br />This motion died for the lack of a second. <br />There being no further business to come before the Board said meeting was <br />adjourned. <br />Harvey D.
