IG�Y� Prepared 9126102 18 <br /> Playing Field (Field 3b) Associated with Smith Middle School <br /> Questions and Answers <br /> Q. What is the status of the playing field surface? <br /> A. Staff has walked the field and as shown in pictures displayed at the September 9, <br /> 2002 work session, no damage was noted, other than a crease likely created by <br /> a mowing vehicle. The Chapel Hill High School football team is no longer using <br /> the field for practice. <br /> Q. Has the field been programmed for the fall season? <br /> A. Carrboro ran a public service announcement and solicited applications for <br /> scheduling of the field beginning in August. To date, 226 hours of the field's time <br /> has been scheduled by Rainbow Soccer. Free time has been designated on <br /> Friday afternoon from 4:00 p.m. until dark, and on Sunday momings. <br /> As per the joint use agreement, Carrboro was to have consulted with the County <br /> prior to scheduling of the field. Carrboro staff has assured County staff that they <br /> will consult prior to scheduling of the spring season, and that they are willing to <br /> look at other methods of field scheduling other than first-come, first-serve. <br /> Q. How is maintenance for the field being addressed? <br /> A. The Chapel Hill-Carrboro City Schools system is responsible for field <br /> maintenance, under the Joint Use Agreement. <br /> Q. How are revenues for field rental being collected and used? <br /> A. Carrboro is collecting field rental fees, and is expecting about $3,400 for the fall <br /> season in revenues. CHCCS has raised equity issues regarding the revenues <br /> and field maintenance. <br /> Q. What will ultimately be the name of the playing field, and what type of <br /> signage will be provided for directional purposes? <br /> A. Questions regarding the name have been raised by Carrboro and County staff. <br /> Although the field was constructed as part of Smith Middle School, the field is not <br /> even visible from Smith Middle and is in fact adjacent to Chapel Hill High School. <br /> This may pose problems focusers of the field in finding the facility. "Jolly Branch <br /> Playing Field" has been suggested as an.alternative, after the creek that flows <br /> adjacent to the field. <br /> Signage directing users to the site may also be needed. These questions will <br /> need the agreement of all three parties to the Joint Use Agreement. An official <br /> opening ceremony for this unique joint partnership may also be of interest. <br /> Q. What consideration is being given to lighting the field? <br /> A. Staff level discussions are ongoing concerning the process for providing lights at <br /> Field 3b. Consideration may be given as well to lighting the adjacent Field 3a <br /> and the adjacent tennis courts as well. Bond funding in the amount of$250,000 <br /> was approved by voters in November 2001 to provide for nights and bleachers at <br />
