<br />BOARD OF COMMISSIONERS
<br />March 6, 1967
<br />The Board of Commissioners for the County of Orange, North Carolina, met
<br />in
<br />regular session at the County Courthouse in Hillsborough, North Carolina, the regula
<br />place of meeting, at 10 o'clock A.M., on March 6, 1967.
<br />.
<br />Present: Chairman Harvey D. Bennett and Commissioners William C. Ray, Carl M.
<br />Smith, Henry S. Walker and Ira A. Ward.
<br />Absent: Norte
<br />Also present: S. M. Gattis, County Accountant and Betty June Hayes, Register
<br />Deeds and ex officio Clerk of the Board of Commissioners.
<br />read: Commissioner Ward introduced the following order authorizing bonds which was
<br />ORDER AUTHORIZING $130,000
<br />COUNTY OFFICE BUILDING BONDS
<br />BE IT ORDERED AND RESOLVED by the Board of Commissioners for the County of
<br />Orange:
<br />1. That, pursuant to The County Finance Act, as amended, the County of Orange,
<br />North Carolina, is hereby authorized to contract a debt, in addition to any and all
<br />other debt which said County may now or hereafter have power or authority to contrac ,
<br />and in evidence thereof to issue County Office Building Bonds in an aggregate princi e
<br />amount not exceeding $130,000 for the purpose of providing funds, with any other
<br />available funds, for constructing and equipping a county office building on land now
<br />owned by said County to provide offices and facilities for'the various departments,
<br />bureaus and agencies of the County government.
<br />2. That a tax sufficient to pay the principal of and the interest on said bond
<br />when due shall be annually levied and collected.
<br />.3. That a statement of the County debt has been filed with the Clerk and is
<br />open to public inspection.
<br />4. That the purpose for which said bonds are authorized as hereinabove set for
<br />and for which the proceeds of the bonds will be expended is hereby found and declare
<br />to be a necessary expense of the County of Orange within the meaning of Section 6 of
<br />Article VII of the Constitution of North Carolina.
<br />5. That this order shall take effect thirty days after its first publication
<br />after final passage unless in the meantime a petition for its submission to the
<br />voters is filed under said Act, and that in such event it shall take effect when
<br />approved by the voters of the County at an election as provided in said Act.
<br />Thereupon, upon motion duly made, seconded and unanimously carried, the Board
<br />thereupon designated the County Accountant as the officer to make and file with the
<br />Clerk the sworn statement of debt and assessed valuation of the County as required
<br />by The County Finance Act, as amended, to be filed before the final passage of the
<br />order which was introduced at this meeting.
<br />Thereupon the County Accountant filed with the Clerk, in the presence of the
<br />Board, the statement of debt and assessed valuation as so required.
<br />Thereupon the order entitled: "ORDER AUTHORIZING $130,000 COUNTY OFFICE
<br />BUILDING BONDS" was passed on first reading.
<br />On motion duly made, seconded and unanimously carried the Board fixed 10 o'clock
<br />A.M., March 20, 1967, as the hour and date for the public hearing upon the foregoing
<br />order, and directed the Clerk to publish said order, together with the appended note
<br />as required by the County Finance Act, as amended, in The News of Orange County, not
<br />later than the tenth day before said date.

<br />STATEMENT CONCERNING OTHER THAN SCHOOL INDEBTEDNESS
<br />
<br />I, S. M. Gattis, County Accountant of the County of Orange, North Carolina, do
<br />make and file the following statement of the financial condition of said County,
<br />having been designated by the Board of Commissioners for that purpose. Said state-
<br />ment includes a statement of debt incurred and to be incurred for other than school
<br />purposes under orders either introduced or passed, whether evidenced by bonds, notes
<br />or otherwise, and whether incurred by original creation of the debt or by assumption
<br />of debt, including debt to the State or any department thereof, but not including
<br />obligations incurred to meet appropriations in anticipation of revenues to an amount
<br />not exceeding the amount of the last.preceding tax levy for other than school Durnose
