,r <br /> i <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: October 1, 2002 <br /> Action Agenda <br /> Item No. <br /> SUBJECT: Resolution Establishing BOCC Intent to Form Tri-County Public Entity to Serve <br /> as Local Management Entity for Mental Health <br /> DEPARTMENT: County Manager's Office PUBLIC HEARING: (Y/N) No <br /> OPC Area Program <br /> ATTACHMENT(S): INFORMATION CONTACT <br /> Resolution Gwen Harvey, 245-2300 <br /> Tom Maynard, 913-4000 <br /> TELEPHONE NUMBERS: <br /> Hillsborough 732-8181 <br /> Chapel Hill 968.4501 <br /> Durham 688-7331 <br /> Mebane 336-227-2031 <br /> PURPOSE: To consider adoption of a resolution of intent to form a three-county public entity to <br /> serve as the local management entity for the provision of mental health, developmental <br /> disability, and substance abuse services in Orange, Person, and Chatham counties. <br /> BACKGROUND: The Mental Health Reform Steering Committee, comprised of Commissioner <br /> representatives and County Managers from the three counties, OPC management, and <br /> consumer liaison, have been leading and guiding efforts to develop a strategic plan for <br /> implementing reform measures. The plan documentation is due to the State by November <br /> 2003. Upon plan approval, actual implementation would be phased over the next several years. <br /> The Steering Committee has considered various options for future organization and governance <br /> in compliance with state requirements, and in consultation with legal counsel, recommends <br /> moving forward as a joint effort of the three counties and with the intent of increased power and <br /> responsibility on the part of the county commissioners relative to the provision of mental health, <br /> developmental disability and substance abuse services. <br /> Adoption of this resolution would set forth the intentions of the BOCC and allow the local <br /> planning process to continue on that basis. Person and Chatham county commissioners will <br /> also be acting on the same resolution. (Person has already adopted a similar resolution at a <br /> prior meeting.) Adoption of this resolution would not detract from the importance of or <br /> opportunity to consider public input and participation at the upcoming Mental Health Reform <br /> Forum scheduled by the BOCC for October 8. <br />
