The plan documentation is due to the State by November <br /> 2003. Upon plan approval, actual implementation would be phased over the next several years. <br /> The Steering Committee has considered various options for future organization and governance <br /> in compliance with state requirements, and in consultation with legal counsel, recommends <br /> moving forward as a joint effort of the three counties and with the intent of increased power and <br /> responsibility on the part of the county commissioners relative to the provision of mental health, <br /> developmental disability and substance abuse services. <br /> Adoption of this resolution would set forth the intentions of the BOCC and allow the local <br /> planning process to continue on that basis. Person and Chatham county commissioners will <br /> also be acting on the same resolution. (Person has already adopted a similar resolution at a <br /> prior meeting.) Adoption of this resolution would not detract from the importance of or <br /> opportunity to consider public input and participation at the upcoming Mental Health Reform <br /> Forum scheduled by the BOCC for October 8. <br />
