He thinks we are talking about two different groups. <br /> Ms. Sanford said that home visits reveal that 50% of people who want to adopt an <br /> outdoor or potentially dangerous dog do not have a fence or,pen. <br /> Mr. Jacobs asked if she meant 50% of the two dozen requests for outdoor only dogs per <br /> year that Ms. Sanford referred to in our January meeting. <br /> Ms. Sanford said she was adding potentially dangerous dogs to that number and those <br /> dogs need to have a fenced in yard for the safety of the dogs and the neighbors. <br /> Mr. Jacobs said you write ordinances to deal with the bad actors. He said we do not have <br /> the data to know what is going on. We don't know where the cruelly treated animals <br /> come from.
