Mr. Sauls suggested that one adoption standard should be that for adopters who already <br /> have an animal at home, the APS check with Animal Control for vaccination/registration <br /> compliance as well as any violation history. <br /> Dr. Cammarata asked how many adoptions would that be'a month. <br /> Ms. Sanford said that it would not be many animals, but that the APS calls Animal <br /> Control when potential adopters already have animals. <br /> Dr. Summers said it is not many probably because of the outdoor only restriction. She <br /> said if adoption standards were relaxed,then requests for outdoor only animals may rise. <br /> Mr. Marinshaw asked how many people know there is a policy against adopting outdoor <br /> dogs. He didn't know and the few people he talked with were not aware of that (indoor) <br /> policy. He agreed with Mr. Jacobs that outdoor adoptions should not be prejudiced. His <br /> dog does not want to be in the house. <br /> Ms. Sanford believes that standard equipment should be required. She listed the things <br /> that dogs need and said asking questions to find out if an adopter has these things is no <br /> more obtrusive than when questioning someone who wants to adopt a child. <br /> Dr. Cammarata said he has no problem with the questions. He thinks Mr. Jacobs has <br /> more of a problem with the home visits. <br /> Ms. Sanford said home visits reveal that half of the people who say they have a fence do <br /> not. <br /> Mr. Jacobs thinks it is fine to tell people what is required and this is in the Animal <br /> Control Ordinance. <br /> Dr. Quinn asked if this is a supposition that we are making or does the data support the <br /> statement that 90%of cruelties and 70%of nuisances are outdoor animals? <br /> Ms. Sanford said APS and Animal Control experience support these statements. She <br /> related specific cases of negligence that led to death that would have not happened had <br /> the dogs lived indoors. She said dogs that live outdoors get bored and are likely to bark, <br /> to chase. <br /> Mr. Marinshaw asked where do these dogs come from if they are not coming from the <br /> animal shelter? <br /> Ms. Sanford said people do not necessarily get their dogs from the animal shelter. She <br /> said that is a good question. <br /> Mr. Marinshaw said there is no evidence that people who get their animals from the <br /> shelter are mistreating the dogs because you don't know where the mistreated dogs are <br /> 3 <br />
