In other words,,given <br /> that the vast majority of dogs, living outdoors in Orange County did not come <br /> from the Orange County Animal Shelter and that therefore the people did not <br /> have the advantage of adoption counseling and the pets did not receive the <br /> veterinary treatment given to animals our shelter adopts out, is the general health <br /> and well-being of the outdoor population compromised because they were <br /> procured from another source which would include neither counseling nor pre- <br /> adoption veterinary services. <br /> 4.
