:. Animal Control and Environmental Health Committee Meeting r.
January 14,2000 4
It was pointed out that on the adoption form it states that "outdoor only" adoptions will
not happen.
Ron Cammarata inquired about figures and also questioned the euthanasia program.
When questioned about euthanasia, Ms. Sanford said they try to save as many animals as
possible through placing ads in the paper, the internet, T.V., etc.
Ms. Sanford said that the APS has kept a 'denial 'log" since the Rossi incident with the
following results:
- 2 denials (including the Rossis)
- 2 denials(children under 6)
- l denial (a bird in an apartment)
Ron Cammarata pointed out that some animals (certain breeds such as Huskies, etc.) like
it outdoors.
Ms. Sanford said that exceptions are sometimes made if there is:
- : a fenced-in yard
a proper dog house
- a certain amount of time is spent with the animal.
„u? She said she encourages animals to spend time ,outside, but companionship is also
critical.
When questioned about the Rossi case, Ms. Sanford said that the Rossi's did not have a
fenced-in yard at the time. Also, Mrs. Rossi did not want the dog at that time and that
Mrs. Rossi agreed with the policy:,
Mrs. Scarpa(a resident of Chatham) said she had adopted several animals from the APS,
but was denied 2 dogs. She has several acres of land, fences and a variety of animals.
Mrs. Scarpa also questioned the rule stating that you cannot adopt more than two animals
at one time. The APS wants one animal to be adopted at a time and to become adapted to
the family and surroundings;then return to the shelter and adopt the next one.
Barry Jacobs referred to the rules of the APS. He has personally found the rules at the
APS inflexible. He would like a more user-friendly way to have the APS deal with the
public.
Bobby Clapp (owner of one cat and one dog) also had negative comments about the
policies and public treatment by members of the APS staff. Ms. Sanford agreed that
there is a need for clarity on the procedures and communication with the public could be
improved:
