- 36 <br /> and stray animals in Orange County, diligence would be the key. Three <br /> major programs were coordinated to accomplish the outstanding goal: 1) <br /> adopted dogs and cats are sterilized, 2) the Spay(Neuter outreach <br /> program, providing low-cost spay neuter certificates to the public, <br /> sterilized another 1,120 animals; and 3) the use of a special grant to <br /> provide help to sterilize pets for poverty-level families. <br /> The sterilization outreach program includes extra labor at the Animal. <br /> Shelter to give animals with deposits health examinations to prepare them <br /> for surgery. Volunteers pick the animals up from the Shelter and transport <br /> them to the Felicite Latane Animal Sanctuary for sterilization and back <br /> again for their scheduled adoption appointment Although it is labor- <br /> intensive, by sterilizing the animals before they leave the Shelter, <br /> sterilization is assured. <br /> Low-cost SIN certificates are for sale at the Shelter, and the poverty-level <br /> program is administered from the Shelter. APS staff cooperate with <br /> Orange County and Carrboro Animal Control Officers who identify <br /> families that need help with their animals to provide a means of <br /> sterilization and rabies vaccinations. <br /> Below are the statistics for domestic animals impounded at the Orange <br /> County Animal Shelter showing the strong results from these pet <br /> overpopulation control programs—a 22%.decrease in the numbers of <br /> ki omk)g animals between 1995 and 2001: <br /> * Base 1995-6,562 <br /> 1996 6,254 - 5% - <br /> 1997 6,288 + 1% <br /> 1998 5,823 -7% <br /> 1999 5,574 -4% <br /> 2000. 5,649+ 1% <br /> 2001 5,117 -9% <br /> NEEDS 11. To increase the percentage of dogs and cats with valid rabies <br /> vaccinations in Orange County. <br /> OBJECTIVES <br /> • To vaccinate all adaptable animals impounded at <br /> the Orange County Animal Shelter within 24 hours <br /> or at the earliest possible time. <br /> • To assure that all dogs and cats reclaimed or <br /> adopted have either a valid rabies certificate or are <br /> vaccinated against rabies before leaving the <br /> a Shelter. <br /> • To hold 10 rabies clinic during the year. <br /> 6 <br />
