FINANCIAL IMPACT: The cost of the external assessment by either AHA or HSUS ranges <br /> from $8,000 to $20,000 and is typically based on size of the shelter, the size of the county, and <br /> the scope.of the assessment. A specific cost will be derived following formal application for <br /> consultation and staff negotiation, and will be reported to the BOCC. It is proposed that the <br /> County pay the full cost from funds within the Board's contingency account. The contingency is <br /> currently budgeted at$25,000 but with the future availability of the additional half-cent sales tax, <br /> that amount could be supplemented, if the Board desires, for other anticipated projects (such as <br /> the IOG assessment of schools collaboration) by an appropriation from fund balance. <br /> RECOMMENDATION(S): The Manager recommends that the Board receive the report on <br /> action steps underway, provide further feedback and clarification on issues it wants particularly <br /> addressed within the comprehensive external evaluation of the Orange County Animal Shelter, <br /> and authorize entering into an agreement with either the American Humane Society or the <br /> Humane Society of the United States for said evaluation in an amount estimated between <br /> $8,000 and $20,000. <br />
