Specific attention will also be paid to human resources-related issues, staffing <br /> infrastructures,contractual relationships and obligations,and community outreach efforts(including <br /> those with area animal interest groups).General budgeting and strategic and long-range planning will <br /> be evaluated. <br /> • Animal Coutrol/Field Services: All animal care and control field services efforts will be studied <br /> carefully.Emphasis will be placed on areview of existing and pending legislation relating to animal <br /> care and control(and related services),current enforcement programs and procedures,field officer <br /> staffing and training,rabies and quarantine policies,normal and emergency procedures and protocols, <br /> and the demographics of the area served <br /> I <br />
