The adoption rate is notable for this shelter. In 2001, the overall adoption rate <br /> was 40%, the rate rising to 46% in some months, the highest for any shelter in <br /> North Carolina. The euthanasia rate was 45% overall for 2000-2001 and 42%for <br /> 2001-2002 and the reclaim rate was 12% and 14% respectively. <br /> The Shelter operates under procedures developed with consultation by <br /> veterinarians and adopted by the APS Board of Directors, the Board of Health, <br /> and the Board of Commissioners as part of the regular contract process. The <br /> last in-depth review was conducted in the spring of 2000 at which time an <br /> outdoor dog adoption section and an adoption appeals process section were <br /> added. The procedures specify in detail the daily management of the shelter, <br /> including the care of the animals and specific disinfection techniques for each <br /> area of the shelter. <br />
