(APS) . This question arises because Orange <br /> County contracts with the APS for the operation of the County <br /> animal shelter. <br /> The facts necessary for my opinion on these questions are <br /> assumed and contained in the answer to the questions. <br /> 1 . The North Carolina Open Meetings Law is actually <br /> titled "Meetings of Public Bodies.
