(APS) . This question arises because Orange <br /> County contracts with the APS for the operation of the County <br /> animal shelter. <br /> The facts necessary for my opinion on these questions are <br /> assumed and contained in the answer to the questions. <br /> 1 . The North Carolina Open Meetings Law is actually <br /> titled "Meetings of Public Bodies. " As the title of the law <br /> suggests, only "public bodies" are subject to the requirement <br /> that the meetings of public bodies be open to the public. A <br /> public body means "any elected or appointed authority, board, <br /> commission, committee, council or other body of the state, or of <br /> one or more counties, cities, school administrative units, <br /> constituent institutions of the University of North Carolina, or <br /> other political subdivisions or public corporations in the <br />
