i APPROVED 09/03/02 <br /> HIGH SCHOOL PLANNING TASK FORCE J <br /> ORGANIZATIONAL MEETING <br /> MINUTES <br /> May 13, 2002 <br /> MEMBERS ATTENDING: Valerie Foushee, Steve Halkiotis, Susan Halkiotis, Barry Jacobs, <br /> Dana Thompson, Teresa Williams <br /> STAFF ATTENDING: Donna Dean, John Link, Neil Pedersen, Rod Visser <br /> Barry Jacobs welcomed participants, noting he sees this as the first of an undefined number <br /> of meetings. There is more on this agenda than we can get to. He pointed out two sets of <br /> background documents: those distributed from the high school planning process in the 1990s <br /> that led to construction of East Chapel Hill High; and those received from TJCOG about <br /> school sites and sprawl. He drew attention to the "Conceptual Outline" of March 14 asking if <br /> this is still consistent with everyone's view of what we need to do. <br /> Barry noted that Commissioners have lots of questions. As the budget situation worsens, it <br /> promotes more questions we hadn't even thought of back in March. This broad list of factors <br /> would satisfactorily shape the BOCC picture. <br /> Dana Thompson noted that, as the newest person, it would be helpful to her to have historical <br /> documents on that process. She is interested in what conversations there were before East <br /> and Cedar Ridge were built and how that related to school construction standards. <br /> John Link noted we've always pursued a collaborative approach. Kay Singer's 1991 report <br /> raised the notion of building schools in modules. He sees that as pertinent now, if you start <br /> with a 750 student high school and add on — nothing here is really new or different. He <br /> recalls a lot of time on the East program committee was spent on vocational education and <br /> that Rose Bolick had lots of good input on that. <br /> Neil Pedersen remembers 2 committees -that program committee, which met after the 1992 <br /> bond was approved, and the 1991 committee that fulfilled the expectation that there would <br /> need to be conversations about merger when a 3rd high school in Orange County became <br /> necessary. The decision was to build at the north end of the CHCCS district to facilitate <br /> sharing, but that never materialized because East filled up so quickly. <br /> Barry drew attention to the Collaboration Committee report from February 2002. He asked if <br /> any more info has been developed. The BOCC feels like they don't know much,besides what. <br /> he's read in the paper-. They have lots of confidence that folks here want to collaborate, but <br /> we seem institutionally incapable of acting on that. <br /> Neil reported that not much more has happened. There was some work on survey <br /> questions, but he hasn't'seen it in 4-6 weeks when it was close to done. He clarified that it <br /> was students that would be surveyed. The survey has not yet been administered. He noted <br /> plans to share the survey with the BOCC. Neil says they would try to locate a firm as <br /> consultant and bring that to the BOCC to see if there was money. <br />
