� - �� a <br /> APPROVED 9119102 <br /> SCHOOL FACILITIES TASK FORCE <br /> MINUTES <br /> June 27, 2002 ; <br /> MEMBERS ATTENDING: Margaret Brown,Alice Gordon, Lisa Stuckey, Dana Thompson <br /> STAFF ATTENDING: Craig Benedict, Donna Dean, John Link, Bill Mullin, Steve Scroggs, <br /> Rod Visser <br /> Meeting Chaired by Margaret Brown <br /> The meeting agenda was.accepted as prepared. Draft minutes will be considered for <br /> approval at the next meeting. <br /> Margaret Brown referred to a matrix prepared by staff reflecting decision points related to <br /> adoption of the Schools Adequate Public Facilities Ordinance (SAPFO)and Memorandum <br /> of Understanding (MOU). <br /> i <br /> Rod Visser explained handouts provided on student membership and school capacity as <br /> certified by the two Superintendents. <br /> Craig benedM clarified that capacity cited is 100% building capacity, not "Level of Service" <br /> (LOS) capacity as that term is used in SAPFO discussion. <br /> Rod clarified that we're not saying that building capacities would never change. Staff just <br /> wanted a common baseline that folks could agree on. <br /> Lisa Stuckey expressed concern that if the State 'requires smaller class sizes, there needs <br /> to be the ability to adjust building capacities. <br /> Alice Gordon asked for and received the State requirements for class size. She expressed <br /> interest in average class size per grade level,which Steve Scroggs explained is only <br /> calculated once per year, for the opening of school report. <br /> Dana Thompson pointed out that there is a difference between the funding formula and <br /> maximum number of kids you can legally put in a classroom. She,suggested that after <br /> everything settles down, maybe we should approach the BOCC about impacts on facility <br /> needs such as exceptional children, People need to understand the process so there isn't <br /> great fluctuation from year to year. <br /> Margaret confirmed that members can live with these capacities as standard for now, then <br /> have staffs bring forward any subsequently needed changes to the BOCC. Craig said <br /> there would be a standard sheet that schools could use to explain why they need a change <br /> incapacity. There would be certified capacities for each school for each year. <br /> Steve said that exceptional students would be the major determiner. We might want to <br /> pursue needed changes later in the year because you get more exceptional students as the <br /> year goes along. Craig suggested it should be done between November 15 and February <br />
