APPROVED 9/19102
b
Steve suggests dealing with high school standards and middle school standards
first.
There was extensive discussion about the suitability or not of the 15-501
potential high school site—steepness, RCDs, wetlands, etc limit available
acreage to about a 20 acre strip right along 15-501 —Steve thinks they could
handle a 500 student high school there.
Lisa and Steve noted the success of the McDougle campus in providing
flexibility.
Alice noted that CHCCS seems to be comfortable with SLUC recommendations
on SAPFO, but OCS isn't yet. Craig plans to attend an OCS meeting to try to
respond to their questions. Alice said that at the next SLUC meeting on June
12,they will look at Carrboro and Chapel.Hill concems and conditions, such as
Level of Service issues. They will consider how material can be packaged and
sent out to jurisdictions for action on the actual ordinance. Although the BOCC
wouldn't want to, its possible that SAPFO could be applied first in CHCCS, and
later in the OCS district.
Craig explained that it may indeed be necessary for various goveming boards to
address the SAPFO several times as one jursidiction or another decides it needs
"tweaks" (for example,Carrboro's level of service concerns that adoption not lead
to an immediate moratorium), but that this round-robin approach may be
necessary.
Craig provided an explanation of the concept behind level of service
consideration and.determination. It defers development until CIP can be
matched to provide needed schools. In Cary, they started at 148% LOS because .
they were already at 143% and they didn't want to require an immediate
moratorium.
Keith noted the adverse educational impacts that could result if the percentage of
overcrowding goes up every year under a higher level of service while we're
waiting for the construction of a new school that will provide some relief:
Dana has concems that conversation persists everywhere that maybe a new
middle school isn't needed that soon, even though funded. If you change level of
service standards, that could foster even more of that kind of view that we should
wait to build the school.
John thinks there needs to be good thumbnail projections; citizens must see that
there is agreement about the definition of"overcrowded". There must be great
care on the part of County and school folks to be in tandem when we say
something is overcrowded or not.
