APPROVED 9/19/02 <br /> Alice wants CHCCS to provide the letter they sent earlier requesting the BOCC <br /> look more closely at the high school sites that CHCCS has proposed. <br /> John Link notes there is a big difference between a utility extension and actually <br /> getting sewer to the Efland area,. There is a need to consider where a school <br /> project ends and a larger question of utility,provision arises. <br /> Lisa Stuckey asked if there are no alternatives to water and sewer for schools? <br /> Craig explained some of the limitations to wells and septic systems that lead to <br /> the conclusion that as a practical matter, water and sewer are needed for a <br /> school. <br /> Steve Scroggs notes that high performance standards are in use in CHCCS that <br /> far exceed State requirements—Alice wants to provide those. <br /> Gloria noted that high performance standards in some ways cost more for <br /> maintenance and more upfront, but also are just good for the environment (and <br /> sometimes that costs more). Staff will work on providing examples of both for <br /> elementary, middle, and high school level. <br /> Steve sees smaller schools as something this group should look for possible. <br /> changes to school standards. <br /> Gloria mentioned urban vs. suburban school acreage, building up vs. around. <br /> There was consensus that cost per seat goes up with smaller schools. Dana <br /> suggests we look at why some systems built smaller schools—are their reasons <br /> germane to one or the other of our systems, or not? Alice thinks you need to <br /> ensure that you get value from the tradeoffs you get from smaller schools- . <br /> larger schools may have more problems, but they may provide more <br /> programmatic options—need pros and cons; they might not be better or worse, <br /> they might just be different. <br /> Dana observed that if programming is built into the standards, is it something that <br /> can be offered throughout the County— not something that one system may,lack <br /> the money for? <br /> Gloria inquired about split campuses if you don't have one larger sites but have <br /> two 20-acre parcels nearby? <br /> Randy Bridges suggested you should look at how systems have gone to smaller <br /> schools for various programming needs. <br /> Square footage and inflation factors are standards issues that need to be <br /> considered. Dana wants to discuss the age of buildings, how long they should <br /> serve as schools—she sees the importance of keeping schools in <br />
