APPROVED 9119/02 <br /> SCHOOL FACILITIES TASK FORCE <br /> MINUTES <br /> May 30, 2002 <br /> MEMBERS ATTENDING: Keith Cook , Gloria Faley, Alice Gordon, Lisa <br /> Stuckey, Dana Thompson <br /> STAFF ATTENDING: Craig Benedict, Randy Bridges, Donna Dean, John Link, <br /> Bill Mullin, Kathy Osborne, Steve Scroggs, Rod Visser <br /> Meeting Chaired by Alice Gordon <br /> The May 30 meeting agenda was accepted as prepared. <br /> Rod Visser explained the general siting considerations that are listed in the <br /> school.construction standards. Staff will later distribute those. Location <br /> considerations mentioned include: utilities, access, public transportation, density <br /> (as relates to source of the student body), master planning process for phasing, <br /> land availability (increasing scarcity of suitable parcels). <br /> Alice Gordon explained Schools and Land Use Council (SLUG) discussion of <br /> possible school sites-Chapel Hill has some potential school sites on their <br /> comprehensive plan but it is unknown whether they will work. Carrboro uses a <br /> different process—they have listed as potential school sites the land the County <br /> has bought. Craig Benedict explained that in unincorporated Orange County, <br /> there were about 60 potential sites identified —those need to be narrowed to <br /> reflect acreage needs, so that the County comprehensive plan can include some <br /> appropriate potential school site designations. Keith Cook noted that 2/3 of sites <br /> had to be eliminated because of lack of water and sewer. <br /> Dana Thompson asked for a summary of the water summit discussion. She <br /> thinks it is important to know what roads are in place so there will be easy access <br /> to get children to the parcel the school would go on. <br /> Gloria Faley noted that in terms of potential of shared sites, Efland wouldn't work <br /> well for CHCCS. It is important to identify early on whether a school site really is <br /> suitable. <br /> Alice noted the need to work together to be more proactive to identify sites, even <br /> in lean budget times. She noted the previous creation by the Board of <br /> Commissioners of the school/park reserve fund. The constraint in OCS seems to <br /> be infrastructure, in CHCCS it's availability of land. <br /> Craig explained that software exists that can help identify school sites based on <br /> student locations and plans reflecting likely future development. <br />
