APPROVED 9119102
John noted that staff who go "into the cave" on projections may have different opinions
going in, but need to come out with one set of data that everyone will work with.
Steve says we should plan to work with November membership numbers each year and
go into the cave each February.
Alice noted that people are concerned that if we get into an overcapacity situation,
whether there would need to be any development moratorium.
Craig thinks our own data will be credible within about 3 years as we gather more GIS
data.
Alice said Orange County is going forward with our CIP since SAPFO is not in place.
She doesn't see any projection information changing any 2002-03 projects. Years
beyond that are not locked in stone. May 30 and June 6 public hearings are an
opportunity for folks with concerns about the CIP relationship to SAPFO to comment.
Dana noted the value of having one methodology cited for public consumption, but
there's also value in looking at the data broken down in more detail. Craig said we will
do all the projection graphs, but the one for public consumption would show just one
average.
Margaret asked if task force members need data about capacity of school buildings.
Gloria suggested staff producing data on space used by classroom in each school for
daycare, pre-kindergarten, and special populations.
Dana asked if there is some standard for daycare or special class size.
Steve noted that classroom standards have changed. 900 square feet for kindergarten
was fine in 1973, - now we wouldn't build less than 1200, but still both are counted as
having the same kindergarten capacity. CHCCS uses standard special population
classroom capacity as 10, although it might have 3 kids or might have 16 kids
depending on circumstances.
Dana said that what spaces are called matters. At New Hope Elementary, the dance
studio space is really being used as a classroom.
Margaret pointed out that the list needs to include the number of classrooms,by school.
Alice said we would need a chart with a design capacity and how space is actually
being used.
Steve and Raymond Cooke will collaborate on a standard format for the capacity
information.
