I
Prepared 9/19102
DRAFT'
school. Although not the majority view of students, Neil noted the results reflect
significant percentages. Many students say they could live with less than a full athletics
program, for example. This leads him to believe as we consider a 3`d high school that
we should be open to innovative models. CHCCS is ready to move ahead with that
once we get the system fully open for the 2002-03 school year.
In discussion about a possible Middle College High School, Neil noted that they haven't
discussed the subject with Durham Tech representatives since last year's trip to
Greensboro. He said that Durham.Tech staff didn't think an Orange County campus
would be the best location for a Middle College High School, because of its likely small
size. Accordingly, the lack of an Orange County campus doesn't delay things. If
transportation can be worked out, the best location will be the main campus in Durham.
Dana Thompson noted that has also administered a survey, one that was more general,
both at the middle school and high school level. They had similar questions about the
International Baccalaureate program and workforce development, and got the same
kind of expressions of general interest. Dana, noted OCS plans to administer another
survey because the response to the first wasn't as strong at the high school level as at
the middle school level.
Barry observed that it might be helpful to parallel the choices kids can make between
the OCS and CHCCS surveys, allowing for differences in opportunities. Neil thinks the
response choices were the.same because the surveys were developed collaboratively.
Neil reported on school collaboration consultant options, referencing the July 2, 2002
background memo from Randy Bridges. Neil related the substance of a conversation
between Steve Scroggs and Phillip Boyle at the Institute of Government, who expressed
cautious interest in participating. A memo from Steve Scroggs on this topic was
handed out.
Rod Visser reported on contact with Laurie Mesibov at the IOG who expressed a
willingness to help out with any legal questions related to laws or regulations that either
promote or inhibit collaboration between school systems.
Steve Halkiotis suggested that Task Force members, Superintendents, and the
Manager should explore further a possible collaboration assessment with Phillip Boyle
since some people have spoken highly of him.
Dana believes we'll need to have some answers ready for the public.as to whether
we've exhausted all possibility of doing this in house. She sees value'in having an
impartial view.
There was some discussion about mutual concern that the public in each school system
doesn't seem to appreciate the good things going on in the other school system. Steve
Halkiotis noted the excellent cooperation between systems, citing as an example the
possible loan of OCS busses to CHCCS to address their transportation needs. He
thinks we should move on with this, and proceed with the IOG.
