Upon motion of Commissioner Walker, seconded by Commissioner Smith, end <br />unanimously adopted D. T. Clayton was designated as the zoning officer. <br />Upon motion of Commissioner Ward, seconded by Commissioner Walker, it was moved <br />that Marshall Smith be appointed as Judge of the Orange County Recorder's Court for a <br />term of two (2) years expiring on the first Monday in December, 1968, and that F. <br />Lloyd Noell be appointed as Solicitor of the Orange County Recorderts Court for a <br />term of two (2) years expiring on the first Monday in December, 1968. Chairman <br />Bennett called for a vote. There were 3 ayes and 1 nay. Chairman Bennett declared the <br />motion carried. <br />Upon motion of Commissioner Ward, seconded by Commissioner Walker, it was moved <br />and unanimously adopted that A. H. Gattia, Acting Clerk <br />----------- ------------------------------------------------------------------ <br />MINUTES OF THE ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />February 22, 1967 <br />The Board of Commissioners of Orange County met in joint session at the Pines <br />Restaurant in Chapel Hill, North Carolina at 6:45 P.M. on Wednesday, February 22, <br />1967. <br />Members Present: Chairman Harvey D. Bennett, Commissioners, Carl M. Smith, <br />William C. Ray, Henry S. Walker and Ira A. Ward <br />Members Absent: None <br />Also present were representatives from the District Board of Health. <br />This meeting was held for the purpose of hearing proposals developed by the UNC <br />Medical School Department of Psychology concerning new methods and approaches for th <br />care of the mentally ill. These proposals stated in essence that the treatment of <br />the mentally ill in the home and less treatment at State institutions would be . <br />advantageous to the patients. It was estimated that two or three counties could <br />contract with the UNC School of Medicine to have certain services rendered to the <br />mentally ill patients for an annual cost of $10,000.00 not including Federal and <br />State funds. The represented department of the University requested that each <br />county consider the proposals presented and if the county desired additional <br />information concerning•the:.proposed plan-for-the treatment o£ the?ment:ally ill, same <br />could be examined at a later date. <br />There being no further business to come before the Board said meeting was <br />adjourned. <br />Harvey D.-Bennett <br />Chairman <br />Betty June Hayes, Clerk <br />S.
