r <br /> 3 <br /> NOTICE OF JOINT PLANNING PUBLIC HEARING <br /> Orange County Board of Commissioners <br /> Chapel Hill Town Council <br /> Carrboro Board of Aldermen <br /> A public hearing will be held in the Southern Human Services Center, 2501 Homestead <br /> Road, Chapel Hill, North Carolina on Wednesday, October 9, 2002 at 7:30 P.M. for the <br /> purpose of giving all interested citizens an opportunity to speak for or against the <br /> following items: <br /> A. Winmore Rezoning <br /> Purpose: To hear public comment on the proposed "Winmore" Zoning Atlas <br /> Amendment within the Carrboro portion of the Joint Planning Area Transition Area. The <br /> rezoning proposal, requested by the property owners, is as follows: <br /> Action: Zoning Atlas Amendment (Rezoning) <br /> From: Residential-20 <br /> To: Village Mixed Use— Conditional Use <br /> Size: Approximately 66 acres <br /> Location: West of Homestead Road at High School Road intersection <br /> Identification: Chapel Hill Township, Tax Map 109, Lots 11 B, 11 C, 11 D, and 15 <br /> This amendment requires the approval of the Orange County Board of Commissioners <br /> and Carrboro Board of Aldermen. <br /> B. Joint Planning Agreement Timeline <br /> Purpose: To receive public comment on a proposal to extend indefinitely the time limits <br /> specified in the Joint Planning Agreement. The second sentence in Section 1.3.6. of <br /> the Joint Planning Agreement states, "Subject to termination provisions of this <br /> Agreement, annexation provisions of this Agreement shall be valid for not more than 20 <br /> years,and may thereafter be renewed." These provisions will expire in July 2006 if they <br /> are not renewed. <br /> This amendment requires the approval of the Orange County Board of Commissioners, <br /> Chapel Hill Town Council, and Carrboro Board of Aldermen. <br /> C. Non-Joint Planning Items <br /> 1. Establish Commercial and Residential Plans Review Fees <br /> Purpose: To establish commercial and residential plans review fees to <br /> implement more thorough plan review services to maintain and upgrade <br /> Insurance Services Office, Inc. (ISO) ratings that are used by insurance <br /> companies to develop property owner insurance rates and more fully offset the <br /> operating costs of the Inspections Division. <br />
