5919 <br />— is — <br />best interests of the public as a <br />whole are preserved. <br />12.3.4 Exceptional Uses <br />Where a district boundary line divides a lot or <br />property.in single ownership at the time said <br />boundary line shall be determined, the board <br />shall have the power to permit a use authorized <br />on either portion of said lot or property to <br />extend not more than 150 feet from said <br />district boundary line. In the exercise of <br />this power the Board shall follow the language <br />of the ordinance exactly. <br />12.3.5 Conditions <br />In the issuance of a permit for a variance or <br />exception, the Board shall have the power to <br />impose any reasonable conditions on the permit <br />which will minimize the impact of the proposed <br />use of the property upon its neighbors and to <br />preserve the best interests of the public as a <br />whole. <br />Section 13. Amendment <br />13.1 Action by County Commissioners <br />This ordinancc may be amended by formal action of the <br />Board of Commissioners of orange County. Proposals to <br />amend, supplement, change, or repeal any of the <br />regulations contained herein or the boundaries of the <br />areas to which these regulations apply may be <br />initiated by the Board of Commissioners, by the Orange <br />County Planning Board, Board of Adjustment, or by <br />petition of any interested person. All such proposals <br />shall be referred to the Planning.Board for its con- <br />sideration and recommendation. In no case shall final <br />action be taken to amend this ordinance until a duly <br />advertised public hearing is held. <br />13.2 Amendment Procedure <br />13.2.1 Any amendment petition shall be submitted to <br />the Zoning Officer in writing and in complete <br />detail at least-20 days prior to the regular <br />public hearings provided in Section 13.2.2. <br />13.2.2 The Board of Commissioners and the Planning <br />Board shall hold joint quarterly public hearings <br />on any proposed amendments to this ordinance, <br />advertising said hearings once a week for two <br />consecutive weeks prior to each hearing in a <br />.; r <br />
