- 11 - <br />8.9.1 Plans for the continual transformation of ex- <br />'tractive areas to gently rolling surface top - <br />ography as.each portion of the extractive <br />site is "mined out' and operations are moved <br />to•neW portions of the extractive site. Slopes <br />in such areas of discontinued operations shall <br />not exceed 15$. in grade except in areas where <br />rock or other conditions would cause the cre- <br />ation of such slopes to be an extreme burden <br />and hardship. in no rase shall any surface <br />slope have a grade in excess of 509 when <br />extractive or processing operations have been <br />terminated. <br />9. 9.2 All buildings, structures, equipment and stock - <br />piles.shal.l be removed from areas of dis- <br />continued extractive operations. <br />8.9.3 All areas of discontinued extractive operations <br />shall be covered with soil of a type which will <br />support the growth of vegetation, and shall be <br />planted with grasses, legumes, trees, or other <br />planting in such a way as to minimize wind <br />and water erosion in such areas where the <br />Planning Board shall determine•such covering <br />to be practical. <br />8.9.4 All extractive uses existing on the effective <br />date of this ordinance, whether actually in <br />operation on said date or not, shall within <br />.90 days of said effective date.or 90 days of <br />resuming operations, whichever is greater, <br />present a rehabilitation plan to the Planning <br />Board for its consideration. <br />8.9.5 Said rehabilitation plan shall include estimates. <br />of any and all costs necessary to carry it out. <br />Said cost estimates including those covering <br />modifications which•the Planning Board may <br />request shall be certified by a civil engineer <br />licensed to practice in the state of North <br />Carolina, the Orange Soil and Water Conservation <br />District or its designated representative, or <br />other authority accepcable to the Planning <br />Board. <br />8.9.6 A performance bond in the amount of said <br />estimated costs shall be posted with the <br />County Administrator to insure the making of <br />improvements called for in said rehabilitation <br />plan. Portions of said bond may be released <br />by the Planning Board- upon satisfactory evidence <br />by the Zoning Officer that portions of the plan <br />have been completed.
