Minutes of the Orange County Board of Commissioners
<br />February 6, 1967
<br />The Board Of Commissioners for the County of Orange, North Carolina, met in
<br />regular session at the County Courthouse in Hillsborough, N. C., at 10 o'clock a.m.
<br />on Monday, February 6, 1967,
<br />Members present: Chairman Harvey D. Bennett and Commissioners William C. Ray,
<br />Carl M. Smith, Henry S. Walker and Ira A. Ward.
<br />Members absent: None
<br />The Commissioners minutes were read and approved.
<br />II Ed Barnes, County Agent, presented a report on "Target 2" program of the
<br />Agricultural Extension Service, Target 2 is a long range education program and
<br />its main objectives are to help the people.ef North Carolina increase income and
<br />improve family living. It also spells out specific ways that extension agents can
<br />help people in five program areas: family living, 4 -H and Youth, Natural Resource
<br />Development and Community Resource Development. Mr. Barnes pointed out that Orange
<br />County's goal is to raise farm income from nine million in 1965 to twelve million
<br />in 1971.
<br />Robert B. Nichols, Jr, and Quention Patterson, representatives of the
<br />Agricultural Soil Conservation Service, were present to request permission for
<br />Orange County to join with Alemance, Caswell, Guilford, Chatham, Randolph and
<br />Rockingham in making application for federal funds, which will be used, for a
<br />project survey that includes these goals:
<br />II 1. Developewater resources for recreation, wildlife, flood prevention, and
<br />agricultural, municipal, or industrial use.
<br />2. Complete a soil survey of the area.
<br />3. Speed up conservation planning and establishment on individual land units.
<br />4. Convert cropland to grass, trees, wildlife, and recreation use,
<br />5. Improve recreation facilities, including historical and scenic attractions.
<br />6. Encourage new industries to locate in the area and to process products of
<br />the area.
<br />7. Improve markets for crop and livestock products.
<br />Upon motion of Commissioner Ray, seconded by Commissioner Walker, and
<br />unanimously adopted, the Orange County Agricultural Soil Conservation Service
<br />committee was authorized to proceed with.the application for federal funds which will
<br />be applied towards a Resource Conservation and Development project aurve�

<br />Upon motion of Commissioner Walker, seconded by Commissioner Rey, Chairman
<br />Bennett was authorized to sign the Aid to the Blind Grants.
