The house at 609 <br /> Yorktown is to be moved to the Pine Knolls mr-munity and reused as affordable housing, If the <br /> Board confirms at this September 17 meeting its Intent to have the two houses moved, staff will <br /> arrange for precautionary inspections of both houses for asbestos, mold, or other environmental <br /> issues. There are no indications that there are any such problems with either house, but given <br /> the flood damage sustained (even though it was subsequently repaired), it is prudent for the <br /> County to have these inspections performed as assurance for subsequent occupants. <br /> Staff will report to the Board on answers to questions outstanding from the March 2002 report <br /> on this subject. Staff proposes to pursue removal and relocation of these two houses beginning <br /> in mid-October 2002, when the County's preferred contractors (Pete and Robin Hendricks,who <br /> performed the award-winning Orange Industries Building deconstruction project in 2001)will be <br /> back in town and ready to take on the Heritage Hills relocation project. <br /> FINANCIAL IMPACT: The County has already received Federal and state funds of <br /> approximately$30,000 that were included in the approved grant to the County to cover the mat <br /> of demolition, landfllling of residual materials, and restoring the lots to a natural state. While <br /> these funds are not intended to directly cover the mat of relocating either of the two houses, <br /> staff expects that these grant funds will be utilized in their entirety (for activities related to <br /> demnstiucting the houses, removing and Iandfilling chase construction and demolition (C&D) <br /> materials that cannot be reused or recycled, and for restoring the residual property to a natural <br /> state). <br /> The estimated cost of carrying out the removal and relocation project is $170.000 -$100,000. <br /> With a net mat to the County of roughly 3100,000 - $115,000. Considering the use of$15,000 <br /> in FEMAIState grant funds and a $35,000-$40,000 comm ution from Durham County,the net <br /> mat to Orange County of the Little River Park house relocation project should be in the range of <br /> $30,000 -$40,000. Staff recommends that this cost be funded with 2001 Recreation, Parks, <br /> and Open Space (Lands Legacy) Bond money. With $15,000 in FEMAIState grant funds,the <br /> net mat to the County of the Pine Knolls house relocation project should be in the range of <br /> $70,000 -$75,000. Staff recommends that this cost be addressed either by appropriating 2001 <br /> Affordable Housing Bonds or Affordable Housing Trust Fund money. <br /> Should the Board decline to puram option 1,the other three disposition options can be <br /> accomplished almost entirely within the amount of grant funds earmarked for that purpose_ <br /> RECOMMENDA"I'l ): The Manager recommends that the Board approve the attached <br /> resolution authorizing the project to proceed <br />
