The Town's proposed process is accompanied by a brief"Points <br /> of Note' sheet developed by County staff that highlights key questions or issues from the <br /> most-recent Town proposal. <br /> b) Park Facility Planning (PFP) Process: On May 13, the Board received a report from <br /> staff on a possible process and procedure for accomplishing the many County parks and <br /> open space projects authorized by.voters in the successful November 2001 bond <br /> referendum. As other processes are being discussed for joint projects with the Towns, <br /> this PFP Process was developed with the intent to help guide the County's own projects. <br /> The May report included draft "Basic Operating Principles" for all County parks, along with <br /> a 2-page "Park Summary Sheets" that outlined a status report on the park, potential next <br /> steps, potential citizen involvement in the decision-making process, and an estimated <br /> timetable for park planning and construction. This report has been updated with <br /> comments from May 13 and actions since that time, and is presented again here for the <br /> Board's discussion. While some projects are already underway (the Mapleview soccer <br /> field and the Chapel Hill Township Park and Educational Campus for example), <br /> discussion of project prioritization and timetables would help provide direction to staff. <br /> c) Little River Regional Park and Natural Area: An update is provided on recent activities <br /> toward this award-winning and unique local govemmenttland trust project. An updated <br /> timeline and draft inter-local agreement was developed for the meeting of Durham and <br /> Orange representatives and is provided for the Board's review. The draft concept plan <br /> will also be presented for initial review. Staff will report on the results of the August <br /> meeting with Durham County representatives. <br /> d) Smith Middle School Playing Fields: Attachment 4 for this Rem includes a <br /> memorandum from staff regarding recent activity at the Smith Middle School playing field <br /> that is available for Carrboro/County use after 4:00 p.m. on weekdays as per the joint <br /> UNC/CHCCS/ County/Carrboro Joint Use Agreement. The Town's Reservation and <br /> Rental Procedure is also attached, along with a Town memo on several issues regarding <br /> field naming and signage. The first Town-scheduled activity of the field occurred on <br /> September 411 <br /> . <br /> FINANCIAL IMPACT: There is no financial impact associated with the reports and updates <br /> in this item. Subsequent decisions on timing and process for each project will have their own <br /> individual financial impacts. <br /> RECOMMENDATION(S): The Manager recommends that the Board receive and discuss <br /> the reports and proposals, with the fallowing potential goals for each discussion: <br /> 1. Southern Park: Provide feedback to the Board's representatives and staff on the Town's <br /> proposed process, and its consistency with future joint parks projects. Identify questions <br /> about the Town proposal for Board representatives and staff to convey to Town <br /> representatives. <br /> 2. Park Facility Planning (PFP) Process: Review the proposed basic operating principles <br /> and the "Park Summary Sheets", providing feedback on project timetables and activities <br /> as needed. Staff would then return with a PFP Process for the Board's approval. <br />
