Secondly,I do not think its fair that the County should receive 50% <br /> of the entire equity in the home if a homeowner sells their home to <br /> someone earning more than 80%of median income. The County <br /> should only receive a percentage of the appreciation, The <br /> homeowner should be allowed to retain whatever amount of the <br /> mortgage they paid down. <br /> b. The percentage of appreciation shared with the County should be <br /> less than 50%if the County only provided 10%of the costs of the <br /> home originally. Perhaps a schedule could be developed whereby <br /> the County's share of appreciation increases as the County's funding <br /> increases.
