as
a. Secondly,I do not think its fair that the County should receive 50%
of the entire equity in the home if a homeowner sells their home to
someone earning more than 80%of median income. The County
should only receive a percentage of the appreciation, The
homeowner should be allowed to retain whatever amount of the
mortgage they paid down.
b. The percentage of appreciation shared with the County should be
less than 50%if the County only provided 10%of the costs of the
home originally. Perhaps a schedule could be developed whereby
the County's share of appreciation increases as the County's funding
increases. For example:
• If a home has$10,000 or less in subsidy, then the homeowner earns 75%of
the appreciation.
• If a home has more than$10,000 of subsidy, then the homeowner only earns
505/o of the appreciation.
Tara, thank you again for the opportunity to provide comment to the proposed policy.
Thanks also to the members of AHAB.
Please call me at 967-1545 if you have any questions about these comments.
Sincerely,
Robert Dowling
Executive Director
