<br /> <br />Board, who presented the sentiments of the Chapel Hill School Board and urged the <br />adoption of the proposed Township Zoning Ordinance. <br />Mr. Roberts stated that the proponents of the proposed zoning ordinance had <br />completed their presentation and turned the hearing back to chairman Graham. <br />Chairman Graham adjourned the hearing for a recess period. <br />The public hearing was again called to order by Chairman Graham, who then <br />recognized A. B. Coleman, Jr., Chairman of the opponent's group. <br />Mr. Coleman stated that he was not representing, in an official capacity, all <br />He tho didse persons present who opposed the proposed Chapel Hill Township Zoning Ordinance. <br />, however, represent certain groups and individuals, as their Attorney, who were <br />opposed to the said proposed zoning ordinance. He further stated that he would speak <br />for those persons, whom he represented, and urged all other persons who were opposed <br />to the said proposed zoning ordinance to speak for themselves. <br />Mr. Coleman moved for the adjournment of the public hearing citing his reasons <br />for such motion as being: first, that there had been a failure of the statutory <br />requirements of timely notice to the public of the public hearing and second, that <br />the published notice of the public hearing had been directed to the citizens of <br />Chapel Hill Township. He stated that the statutues clearly state that all citizens <br />in the county have a right to be heard at a public hearing and that the proceedures <br />as approved by the Board of Commissioners for conducting the hearing, allocating one <br />hour presentation periods to the opponents and to the proponents, was insufficient <br />time for all intereated'oitizens to make their presentations. <br />Mr. Coleman made his presentation in opposition to the proposed zoning ordinance <br />citing the many disadvantages that would be placed upon the individual property <br />owners and the mobile park owners. He asked that all persons desiring to speak in <br />opposition to the said proposed zoning ordinance raise their hands in order that he <br />might recognize them for their presentations. Those persons speaking in opposition <br />to the proposed Draft #7 of the Chapel Hill Township Zoning Ordinance were: <br />Russell G. Wright of the Airport Road Community <br />Clyde Williams of Route 1, Durham, N. C. <br />Gera P. Sykes of Route 2, Hillsborough, N. C. <br />John Childs of Route 1, Durham; N. C. <br />Harold Moody of Pine Grove Mobile Court, Chapel Hill, N. C. <br />Edward Underwood of Route 1, Durham, N. C. <br />Bill Spencer of Route 1, Hillsborough, N. C. <br />L. W. Sparrow of Farrington Road Community <br />C. Lee Byrd of Route 3, Hillaborough, N. C. <br />Janet Grouts of <br />Geddy Carlisle of <br />Tom Dix of Durham County <br />Mrs. Florence Johnson of Durham County but who is <br />a mobile home owner <br />Lloyd W. Gardner of Michaux Road, Chapel Hill, N. C. <br />Robert Satterfield, Attorney, of Hillsborough, N. C., <br />spoke in behalf of Avery Maddry who resides at Route <br />2, Chapel Hill, N. C. <br />A member of the audience, who identified himself as a Mr. Sprouse, attempted to <br />question Chairman Harvey Bennett from the floor. He was ruled out of order by <br />Chairman Graham, for the reason that the opponents were presenting their arguments, <br />and that it was not a question and answer period. Chairman Graham advised Mr. Sprouse <br />that he had the priviledge of speaking in opposition to the proposed zoning ordinance <br />if he so desired. <br />Mr. Coleman stated that the opponents had completed their presentation and <br />turned the hearing back to Chairman Graham. <br />Mr. Roberts, Chairman of the proponents, introduced Logan Ervin, who presented <br />the rebuttal remarks for the proponents of the said proposed zoning ordinance. <br />Mr. Coleman, Chairman of the opponents, requested that all persons who had <br />'ailed to receive the opportunity to speak in opposed to the proposed Chapel Hill <br />ownship Zoning Ordinance but who would have liked the opportunity to be heard on <br />said matter, if they would at the conclusion of his presentation, rise and take their <br />daces to the roar of the speakerls stand. Mr. Coleman then presented the rebuttal <br />remarks for the opponents of the proposed zoning ordinance. <br />Chairman Graham stated that the time allocated to both the proponents and to <br />he opponents had expired. He thanked all present for attending the public hearing <br />nd for giving to the Board of County Commissioners their opinions regarding the <br />roposed zoning ordinance.
