On June 27, 2002, the BOCC appointed a Chapel Hill Township
Park and Educational Campus (CHATPEC) Master Plan Work Group. The Work Group is
expected to begin work on September 30 and to develop a concept plan by June 30, 2003.
In order to design and layout the park/school infrastructure and facilities, the County needs the
property surveyed to provide the topographic mapping (one-foot contours) and location data
(structures, streams, specimen trees) necessary for site design.
Orange County solicited proposals from five local surveyors and received five responses.
Selection criteria included, but were not limited to, the quality of the proposal, technical
capabilities, and previous experience in performing survey work for the County. The selection
committee chose Mary E. Ayers, PLS to perform the needed services for an estimated cost of
$37,100. County policy requires Board approval for expenditures with licensed professionals,
specifically architects, engineers and surveyors.
FINANCIAL IMPACT: The projected cost of the survey is $37,100. Funding exists in the
current budget, via appropriation from November 2001 bonds, for this project.
RECOMMENDATION(S): The Manager recommends that the Board authorize ERCD to work
with the Purchasing Director in executing a contract with Mary E. Ayers, PLS for a topographic
survey of the Chapel Hill Township Park and Educational Campus property.
