MINUTES OF THE ORANGE COUNTY BOARD OF COMMISSIONERS
<br />December 15, 1966
<br />The Board of Commissioners for the County of Orange, North Carolina, met in
<br />adjourned regular session at the County Courthouse in Hillsborough, North Carolina,
<br />at 11 o'clock A.M. on December 15, 1966.
<br />Present: Chairman Harvey D. Bennett, and Commissioners William C. Ray, Henry
<br />S. Walker, Ira A.-:.Ward
<br />Absent: Carl M. Smith
<br />At 11 o'clock A.M. the members of the Board of Commissioners for the County of
<br />Orange met with the Countv Board of Elections of Orange County and the two Boards,
<br />as two separate bodies, separately received from the registrars and judges of
<br />election in the various precincts of the County of Orange the returns of the special
<br />bond election held on December 13, 1966.
<br />After said returns had been canvassed by said Board of Commissioners, such
<br />canvass being simultaneous with the canvassing thereof by the County Board of
<br />Elections in the same place, Commissioner Walker introduced the following
<br />resolution which was read:
<br />RESOLUTION CANVASSING THE RETURNS OF THE
<br />SPECIAL BOND ELECTION HELD DECEMBER 13,
<br />1966, IN THE COUNTY OF ORANGE AND DETER-
<br />MINING AND DECLARING THE RESULT THEREOF
<br />BE IT RESOLVED by the Board of Commissioners for the County of Orange:
<br />Section 1. The returns of the special bond election held in the County of
<br />Orange on December 13, 1966, having been received from the proper election officers
<br />and having been canvassed, the Board has found and determined and does hereby declar :
<br />(a) That each registrar and judge for the special bond election held in the
<br />County of Orange on December 13, 1966, was duly qualified by law and had taken the
<br />necessary oath.
<br />(b) That the election officers had incorporated in their returns not only the
<br />number of votes cast for and against the questions submitted but also the number of
<br />voters registered and qualified to vote in each precinct in the election.
<br />(c) That at said election there were submitted to the qualified voters of said
<br />County the following questions:
<br />1. Shall an order finally passed on October 3, 1966, authorizing the County of
<br />Orange, North Carolina, to contract a debt, in addition to any and all other
<br />debt which said County may now or hereafter have power or authority to
<br />contract, and in evidence thereof to issue Water Bonds in an aggregate
<br />principal amnunt not exceeding $560,000 for the purpose of providing funds,
<br />with any other available funds, for the construction of a water-works syste
<br />in Orange County, including the construction of a dam and water storage
<br />facilities, the installation of mains and lines, and-the acquisition of
<br />necessary land and rights of way, and authorizing the levy and collection
<br />of a sufficient tax for the payment of the principal of and the interest on
<br />said bonds, be approved?
<br />2. Shall an order finally passed on October 3, 1966, authorizing the County of
<br />Orange, North Carolina, to contract a debt, in addition to any and all other
<br />debt which said County may now or hereafter- have power or authorizing to
<br />contract, and in evidence thereof to issue Sanitary Sewer Bonds in an
<br />aggregate principal amount not exceeding $90,000 for the purpose of providi
<br />funds, with any other available funds, for the construction of a sanitary
<br />sewer system in Orange County, including the acquisition of necessary land
<br />and rights of way, and authorizing the levy and collection of a sufficient
<br />tax for the payment of the principal of and the interest on said bonds, be
<br />approved?
<br />Section 2. The following schedule correctly shows the designations of the
<br />several precincts in which said election was held, the number of.voters registered
<br />and qualified to vote in each precinct in the election, the number of votes cast in
<br />each precinct in favor of each question submitted, the number cast against each
<br />question, and the totals of such numbers:
