Secondary Road Abandonment Report Hillsborough 732-8181
Chapel Hill 968.4501
Durham 688-7331
Mebane 336-227-2031
PURPOSE: To consider a petition received by North Carolina Department of Transportation
(NCDOT)for abandonment of a 0.20 segment of Teer Road from the State Secondary Road
Maintenance Program.
BACKGROUND: Orange Water and Sewer Authority (OWASA) has petitioned NCDOT to
abandon maintenance responsibilities for a 0.20 mile segment of Teer Road (SR 1100). Teer
Road is located in Bingham Township between Bradshaw Quarry Road (SR 1115) and Orange
Grove Road (SR 1006). Cane Creek Reservoir divides the road into two segments. The 0.20-
mile segment of right-of-way to be abandoned is located on the western section of Tear Road
(off Bradshaw Quarry Road) and runs from Apple Mill Road to the reservoir. No homes or other
uses access the 0.20-mile segment. Public access to the Cane Creek Reservoir lands is off
Stanford Road on the east side of the reservoir. The 0.80 mile segment of Teer Road from
Bradshaw Quarry Road to Apple Mill Road will remain in the State Secondary Road
Maintenance Program.
NCDOT has investigated this request (please refer to attached Secondary Road Abandonment
Report) and has submitted the petition to the Board of Commissioners for its review and
approval. The board must take an administrative action to approve the request to remove the
right-of-way from the State Maintenance Program in order for NCDOT to abandon maintenance
of the 0.20 mile segment of Tear Road.
FINANCIAL IMPACT: There is no financial impact associated with this agenda item.
RECOMMENDATION(S): The Administration recommends that the Board approve the request
to abandon the above referenced portion of Teer Road from the State Secondary Road
Maintenance Program.
