?U7 <br />After presentation of his bond Chairman Bennett administered the oath of <br />Constable to Vernon G. Burch of Chapel Hill, North Carolina. <br />E. M: Lynch, former Clerk Superior Court, expressed appreciation to the Board <br />for the many considerations that had been extended to him and to his office during <br />his tenure in office. Mr. Lynch urged the Board to consider enlarging the <br />facilities of the cleri's office. Mr. Lynch further requested that the Board consi <br />closing the courthouse on Saturday mornings. <br />L. J. Phipps, Chapel Hill Attorney, joined in the Saturday closing <br />recommendations. No action was taken by the Board on this request. <br />Chairman Bennett presented the following resolution of commendation to E. M. <br />Lynch: <br />"WHEREAS, Edwin M. Lynch has served the people of Orange County for the past <br />thirty-eight years, first as Deputy Clerk of the. Superior Court for fourteen years, <br />and then as Clerk for twenty-four, years; and <br />WHEREAS, Edwin M. Lynch did not seek renomination and election in 1966, and <br />his term of office will terminate on Monday, December 5, 1966, and he will retire <br />to private life; <br />THEREFORE, BE IT RESOLVED, by the Board of Commissioners of Orange County, <br />that the record of Mr. Lynch is not only long in.years, but is outstanding for the <br />sincere, efficient and impartial service which he has rendered to all of the people <br />of this County. <br />The business and scope of the office of Clerk of the Superior Court has grown <br />with increasing population and economic expansion, in fact has more than doubled <br />in the last decade, but Mr. Lynch has kept pace and he and his staff have carried <br />out the added duties not only with efficiency but with unfailing courtesy to every <br />having business with his office. <br />The Board feels that it is not only expressing the personal feelings of its <br />members, but is also speaking for the people of orange County in expressing to <br />Mr. Lynch sincere thanks and appreciation for liis long and faithful service. His <br />has been a job well done. Still it is not without some sadness that we look to <br />the future and realize that Mr. Lynch will not be found in the courthouse where he <br />has become almost a fixture. <br />To Mr. Lynch we say, "You have earned a rest, and we express the hope that <br />you may enjoy many years of retirement and now may have time to:devote your talents <br />to those things which are of greatest interest to you;" and <br />BE IT FURTHER RESOLVED, that a copy of this resolution be presented to Edwin <br />M. Lynch, a copy spread upon the minutes of this meeting of the Orange County Board <br />of Commissioners, and a copy given to the press. <br />This the 5th day of December, 1966. <br />Dr. O. David Garvin, District Health Officer and Tom Ward, Welfare Director, <br />asked the County Commissioners for Guidelines pertaining to pills and Family <br />Planning. They stated that funds appropriated for public health assistance were <br />available for this purpose but that both were hesitant to proceed with any given <br />policy until the matter could be discussed and brought to the attention of the Board. <br />Chairman Bennett,in behalf of the Board stated that it was the opinion of the <br />Board that this matter could best be handled by the Welfare Department and the <br />Health Department, in that these were the two agencies.which dealt with and was <br />informed on said problem. Both department officials were given permission to prep <br />a program and a policy in accordance with the needs and the circumstances, as in <br />their opinion, existed in each respective case. <br />Dr. O. David Garvin, District Health Officer, informed the Board that the <br />State Board of Health was requesting in this year's allocation the additional <br />sum of $1,500,000.00. This money is to be allocated to the various counties for <br />operation and maintenance of local health departments. Dr. Garvin requested that <br />the Board of Commissioners endorse and support this proposal and that Orange County': <br />representatives to the State legislature be notified of said action. <br />Upon motion of Commissioner Smith, seconded by Commissioner Ray, it was moved <br />and unanimously adopted, the above stated request from Dr. Garvin be approved. The <br />Clerk was requested to forward a copy of said endorsement to Orange County's <br />representatives in the General Assembly.
