506 MINUTES OF THE ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />December 5, 1966 <br />The Board of Commissioners for the County of Orange, North Carolina, met in <br />regular session at the County Courthouse in Hillsborough, North Carolina at 10:00 <br />o'clock A.M. on December 5, 1966. <br />Members present: Chairman Harvey D. Bennett, Commissioners Gordon B..Clevelam <br />William C. Ray, Carl M. Smith and Henry S. Walker. <br />Members absent: None <br />Chairman Bennett requested the clerk to read the minutes of the November <br />meetings. Said minutes were approved by the Board. <br />Chairman Bennett presented to Commissioner Gordon B. Cleveland the following <br />resolution: <br />"Whereas, Gordon B. Cleveland was nominated by the voters of Orange County to <br />the Orange County Board of.Commissioners in the Democratic Primary of May, 1962, an( <br />Whereas, Gordon B. Cleveland was elected by the voter's of Orange County to the <br />Board of Commissioners of orange County in.the General Election of November, 1962, <br />and <br />Whereas, Gordon B. Cleveland since assuming office in December, 1962, has.serve? <br />well all the citizens of orange County as a member of the Board of County Commis- <br />sioners and has given freely and unselfishly of his time and energy, and through his <br />foresight and leadership has promoted and helped develop many progressive changes in <br />all facets of Orange County government especially in the area of Public Schools, and <br />Whereas, Gordon.B. Cleveland did not seek renomination to the Orange County . <br />Board of Commissioners in May of 1966 <br />Therefore Be It Resolved, that the Orange County Board of Commissioners takes <br />this means of expressing to Gordon B. Cleveland its sincere appreciation of his able <br />leadership and faithful service and wishes him and his family every happiness in the <br />years ahead. <br />Let a copy of this resolution be presented to the said Gordon B. Cleveland, a <br />copy be sent to the press and let it be spread upon the minutes of this meeting of <br />The Orange County Board of Commissioners this 5th day of December, 1966." <br />Upon motion of Commissioner Smith, seconded by Commissioner Walker, this meeting <br />adjourned to the courtroom for the purpose of witnessing the oath taking ceremonies <br />for all duly elected officials. <br />The oath of office was administered to Ira A. Ward by Frank S. Frederick, Clerk <br />of Superior Court at the installation service which was held in the courtroom. The <br />Board of County Commissioners reconvened in the Commissioners room and the County <br />Administrator presented ballots to each of the Commissioners in order that a <br />Chairman for the Board of Commissioners might be elected. <br />Commissioner Harvey Bennett was elected as the Chairman of the Orange County <br />Hoard of Commissioners for a two year term. <br />Upon motion of Commissioner Smith, seconded by Commissioner Ray, and unanimously <br />adopted, Commissioner Henry Walker was elected as Vice Chairman of the Orange County <br />Board of Commissioners for a two year term. <br />Reports were submitted from the Veterans Service Officer and the Clerk of Court <br />Chairman Bennett was authorized by the Board to sign the following Blind Aid <br />Grants: <br />Name <br />Lydia Mae Blackwood <br />Mildred Creef for Hattie <br />Merritt <br />Lucy S.
